Earlier this month, the government said that India would allow CoWIN to be an open-source for all countries to access, adapt and use, thereby becoming one of many countries that have open-sourced their government projects.<\/p>\n<h5><strong>What is open source?<\/strong><\/h5>\n<p>Red Hat, the world\u2019s leading open-source software solutions company, explains open source as \u201ca term that originally referred to open source software (OSS). <strong>Open-source software is code that is designed to be publicly accessible<\/strong> \u2014 anyone can see, modify, and distribute the code as they see fit.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-118056 alignleft\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2021\/07\/Open-Source.jpg?resize=443%2C614&#038;ssl=1\" alt=\"Open Source\" width=\"443\" height=\"614\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2021\/07\/Open-Source.jpg?w=443&amp;ssl=1 443w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2021\/07\/Open-Source.jpg?resize=216%2C300&amp;ssl=1 216w\" sizes=\"auto, (max-width: 443px) 100vw, 443px\" \/><\/p>\n<ul>\n<li>Open-source software is developed in a decentralised and collaborative way, relying on peer review and community production.<\/li>\n<\/ul>\n<p><strong>What does Open Sourcing a software mean?<\/strong><\/p>\n<p>Open-sourcing a software means that<strong> people can look at the code and suggest improvements or issues<\/strong>, and also use the code under a licence to develop similar products. In other words, they would be \u201c<strong>free from royalty<\/strong>\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Advantages of Open-source Software:<\/strong><\/p>\n<ul>\n<li><strong>Cost savings<\/strong>: A study in 2015 said that the use of free and open-source software (FOSS) could lead to estimated savings of about Rs 8,254 crore in Indian schools, and about Rs 51.20 crore in police departments in the country. Further, it also promotes a do-it-yourself attitude towards technology among officials.<\/li>\n<li>OSS is often <strong>cheaper, more flexible<\/strong>, and has <strong>more longevity<\/strong> than its proprietary peers because it is developed by communities rather than a single author or company.<\/li>\n<li>Software and bugs go hand-in-hand. Proprietary software does what is called \u2018blackbox\u2019 testing. In open-source, the code is open, which makes it possible for many more people to look at the code, and they can do a much better job than blackbox testing<\/li>\n<\/ul>\n<h5><strong>OSS and government:<\/strong><\/h5>\n<ul>\n<li>In 2009, the French Police said that it had saved millions of dollars by migrating to an open-source operating system.<\/li>\n<li>The United States, in 2016, introduced the Federal Source Code Policy, whose main requirement was that any new custom source code developed \u201cby or for the Federal Government\u201d has to be made available for sharing and re-use by all federal agencies.<\/li>\n<li>More recently, as the Covid-19 pandemic spread last year, the government of Singapore was the first to <strong>open-source its Bluetooth contact tracing app <\/strong>(TraceTogether).<\/li>\n<\/ul>\n<h5><strong>India and OSS:<\/strong><\/h5>\n<ul>\n<li>India has had an open-source policy since 2015. Many of India\u2019s large projects, including <strong>Aadhaar, the Goods and Services Tax Network, and Unified Payment Interface, have all used open-source technology<\/strong> to build the projects in question, but the code has never been opened for the larger community to examine.<\/li>\n<li>India\u2019s contact tracing app Aarogya Setu\u2019s Android version was also open-sourced last year.<\/li>\n<\/ul>\n<h5><strong>Challenges with OSS in Government projects:<\/strong><\/h5>\n<ul>\n<li>The right capacity, and right understanding of what open source is not known to all officials.<\/li>\n<li>In open-source, the <strong>government is open for scrutiny, co-creation. <\/strong>This might create mistrust on how the technology is being deployed.\u00a0 For instance, open-sourced <strong>Aarogya Setu app faced heavy criticism<\/strong> from the community because the <strong>source code did not match the actual app code<\/strong>, and was not updated.<\/li>\n<li>Opening up the entire code of an application or platform will make it <strong>vulnerable to attacks<\/strong>.<\/li>\n<\/ul>\n<div class=\"content-box-green\">\n<p><strong>Terms to know:<\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/forumias.com\/blog\/cowin-grand-challenge-cowin-platform-and-cowin-app\/\" target=\"_blank\" rel=\"noopener\">CoWIN platform<\/a><\/li>\n<li><a href=\"https:\/\/forumias.com\/blog\/goods-and-services-tax-gst-network\/\" target=\"_blank\" rel=\"noopener\">Goods and Services Tax Network<\/a><\/li>\n<li><a href=\"https:\/\/forumias.com\/blog\/what-is-unified-payments-interface-upi\/\" target=\"_blank\" rel=\"noopener\">Unified Payment Interface<\/a><\/li>\n<\/ul>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Source:\u00a0The Business Standard Relevance: Open source software can provide many advantages to the government.
