However, evidence shows that focusing on education and empowerment of women can yield better results, as seen in southern states.<\/span><\/p>\n<h5><b>Background<\/b><span style=\"font-weight: 400;\">:<\/span><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A new population policy released by the U.P government aims to bring fertility levels down. It also aims to create a<\/span><b> population balance among various communities.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Similarly, <\/span><b>a draft of the Uttar Pradesh Population (Control, Stabilisation, and Welfare) Bill, 2021<\/b><span style=\"font-weight: 400;\"> was published a few days ago and is currently open for public feedback.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It states that any citizen who \u201cviolates\u201d a two-child policy would be barred from:<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">contesting local bodies polls,\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">applying for, or getting promotion in, government jobs, and\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">even receiving government subsidies.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h5><b>Problems associated with New population policy and Draft Law:<\/b><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><b>First<\/b><span style=\"font-weight: 400;\">, the aim of establishing a population balance among communities might breed <\/span><b>polarisation and communal disharmony<\/b><span style=\"font-weight: 400;\"> in the state.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Second<\/b><span style=\"font-weight: 400;\">, this policy is based on punitive theory, which <\/span><b>disproportionately targets the poor <\/b><span style=\"font-weight: 400;\">vis-\u00e0-vis the rich population.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Third<\/b><span style=\"font-weight: 400;\">, India is <\/span><b>not being threatened by a \u201cpopulation explosion<\/b><span style=\"font-weight: 400;\">\u201d. The<a href=\"https:\/\/forumias.com\/blog\/national-family-health-nfhs\/\"> National Family Health Survey<\/a> (NFHS) and Census data show that in most states, and many urban areas, the total fertility rate (TFR) has already reached replacement levels (2.1).<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">On a national level, TFR has declined from <\/span><b>3.4 in 1994 to 2.2 in 2015.<\/b><span style=\"font-weight: 400;\"> Decadal growth rates have declined across all religious communities, with the fertility rate falling faster among Muslims than in Hindus.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>Fourth<\/b><span style=\"font-weight: 400;\">, China\u2019s recent policy reversal of its restrictive child-bearing norms points to the <\/span><b>limits of measures of state engineering of population.<\/b><\/li>\n<li style=\"font-weight: 400;\"><b>Fifth<\/b><span style=\"font-weight: 400;\">, it is an<\/span><b> anti-democratic practice<\/b><span style=\"font-weight: 400;\"> that impairs a citizen\u2019s right to choice and his\/her sexual and reproductive rights.<\/span><\/li>\n<\/ul>\n<h5><b>Way Ahead<\/b><span style=\"font-weight: 400;\">:<\/span><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The success of India\u2019s southern states in containing population growth indicates that economic growth, as well as attention to education, health, and empowerment of women, work <\/span><b>far better to disincentivize larger families than punitive measures<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Hence, any government interested in supporting fertility decline must work on the education and empowerment of women and respect their choices.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Source: Indian Express\u00a0 Relevance: It is a critical analysis of the UP&#8217;s new proposed population law.
