Further, the reference in Section 8 of the bill to \u2018<strong>whoever procreates<\/strong>\u2019 clearly applies only to women.<\/li>\n<li><strong>Against international commitment:<\/strong> The Human Rights Committee of the United Nations has categorically mandated that state parties to ICCPR cannot adopt policies that are compulsory, coercive or discriminatory.\n<ul>\n<li>Being a signatory to the International Covenant on Civil and Political Rights (ICCPR), India has to abide by the international norms on population control.<\/li>\n<\/ul>\n<\/li>\n<li>A five-state study by a former senior Indian Administrative Service officer showed that coercive policies are ineffective in reducing fertility.
