There are 21 conditions listed in the Act. It <strong>reinforces the belief of disability being a curse<\/strong>.<\/li>\n<li>The bill also<strong> infuses the notion of incapability or incapacity of all persons with disabilities<\/strong> while underlining that having a disabled child is as good as not having one at all.<\/li>\n<li>It is no coincidence that Section 15 of the draft Bill is titled, \u201cOf <strong>Death or Disability of Child<\/strong>\u201d. It <strong>equates the two<\/strong>.<\/li>\n<\/ul>\n<p>The way disability is dealt with in the draft Bill shows a <strong>complete lack of understanding of what constitutes a disability,<\/strong> as also its heterogeneous status. The 2017 Assam population policy also advocates a similar position.<\/p>\n<p>The UP draft Bill and other such approaches<strong> seek to codify and institutionalise an ableist mindset<\/strong>.
