{"id":122337,"date":"2021-07-30T20:28:50","date_gmt":"2021-07-30T14:58:50","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=122337"},"modified":"2021-08-05T18:42:04","modified_gmt":"2021-08-05T13:12:04","slug":"amendments-to-act-regulating-major-airports-passed-in-ls","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/amendments-to-act-regulating-major-airports-passed-in-ls\/","title":{"rendered":"Amendments to Act regulating major airports passed in LS"},"content":{"rendered":"<p><strong>Source: <\/strong><a href=\"https:\/\/epaper.livemint.com\/Home\/MShareArticle?OrgId=30704e6dea5&amp;imageview=0\"><strong>Livemint<\/strong><\/a><\/p>\n<h5>Introduced: Rajya Sabha (12th July 2019)<\/h5>\n<p>Passed: Rajya Sabha (16th July 2019)<\/p>\n<p>Passed: Lok Sabha (2nd August 2019)<\/p>\n<p>Present status: Received assent of the President on 6th August 2019<\/p>\n<p>The Airports Economic Regulatory Authority of India (Amendment) Bill, 2021.<\/p>\n<h5><strong>Purpose of the Bill:<\/strong><\/h5>\n<ul>\n<li><strong>The Bill <\/strong>seeks to amend the Airports Economic Regulatory Authority of India Act, 2008.<\/li>\n<li><strong>The 2008 Act <\/strong>established the Airport Economic Regulatory Authority (AERA).\n<ul>\n<li><strong>AERA <\/strong>regulates tariffs and other charges (such as airport development fees) for aeronautical services rendered at major airports in India.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h5><strong>Key provisions of the Bill:<\/strong><\/h5>\n<h5><strong>\u00a01. <\/strong><strong>Definition of Major Airports:<\/strong><\/h5>\n<ol>\n<li><strong>The 2008 Act <\/strong>designates an airport as a major airport if it has an annual passenger traffic of at least 35 lakh.<\/li>\n<li><strong>The central government <\/strong>may also designate any airport as a major airport by a notification.<\/li>\n<li><strong>The Bill <\/strong>adds that the central government may group airports and notify the group as a major airport.<\/li>\n<\/ol>\n<p><strong>2. Tariff:<\/strong><\/p>\n<ol>\n<li>The amendment will allow AERA to<strong> regulate tariff and other charges for aeronautical services<\/strong> for not just major airports with annual passenger traffic of more than 35 lakh, but also a group of airports<\/li>\n<\/ol>\n<p><strong>3. Clubbing of Airports:<\/strong><\/p>\n<ul>\n<li><strong>The bill will allow the government <\/strong>to club profitable and non-profitable airports as a combination\/package to bidders to make it a viable combination for investment under PPP (Public-Private Partnership) mode.<\/li>\n<\/ul>\n<h5><strong>Benefits of the Amendment:<\/strong><\/h5>\n<ul>\n<li><strong>The Bill <\/strong>will pave the way for the privatization of a small, loss-making airport by clubbing it with a larger airport.\n<ul>\n<li><strong>The government has already <\/strong>decided to privatize airports at Amritsar, Varanasi, Bhubaneshwar, Indore, Raipur, and Tiruchirapalli.
