{"id":122625,"date":"2021-07-31T19:52:19","date_gmt":"2021-07-31T14:22:19","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=122625"},"modified":"2021-07-31T19:52:19","modified_gmt":"2021-07-31T14:22:19","slug":"quotas-dont-solve-whats-really-wrong-with-education","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/quotas-dont-solve-whats-really-wrong-with-education\/","title":{"rendered":"Quotas don\u2019t solve what\u2019s really wrong with education"},"content":{"rendered":"<p><strong>Source: <\/strong><a href=\"https:\/\/timesofindia.indiatimes.com\/blogs\/toi-editorials\/abc-of-quality-quotas-dont-solve-whats-really-wrong-with-education\/\"><strong>Times of India<\/strong><\/a><\/p>\n<p><strong>Synopsis<\/strong>: Recently, the government announced 27% reservation for OBC and 10% for EWS candidates in the all-India quota for medical admissions.<\/p>\n<p><strong>Introduction:<\/strong><\/p>\n<ul>\n<li>The proportional <strong>increase in overall seats<\/strong>\u00a0continues the trend of entrenching reservations.<\/li>\n<li>Now this government can claim bragging rights, just like in 2006 government did after introducing OBC reservations in central educational institutions.<\/li>\n<li>Also, by upholding EWS quotas too, the government has theoretically <strong>pacified most social groups.<\/strong><\/li>\n<\/ul>\n<p><strong>Issues<\/strong>:<\/p>\n<ul>\n<li>First, <strong>politics of quotas is such that no one will ask even basic questions<\/strong>. Such as,\n<ul>\n<li>How soon will an increase in medical seats to accommodate new quotas happen?<\/li>\n<li>What will be the quality of education after that increase?<\/li>\n<li>How will putting more stress on this system produce a better outcome?<\/li>\n<\/ul>\n<\/li>\n<li>Second, there is <strong>already-existing shortcomings in medical education<\/strong> which restrict the output of thoroughly trained doctors.\n<ul>\n<li>Policy makers <strong>have failed to provide high quality school education<\/strong> or facilitate job creation.<\/li>\n<\/ul>\n<\/li>\n<li>Third, there is no clarity on how to attract entrepreneurs who value creating institutions and also does rigorous performance reviews of medical colleges.<\/li>\n<li>Fourth, <strong>quota balancing will now be an added job<\/strong> for medical regulators not known for their commitment to excellence.<\/li>\n<li>Lastly, there is <strong>more politics on quota and little policy aimed at quality<\/strong>.\n<ul>\n<li>For instance, without economic growth or learning outcomes, OBC groups, sandwiched between the general category and SC\/STs, were rallied on the promise of quotas.<\/li>\n<li>Now, groups within the OBC quota are clashing over who benefited or lost out, and even the GoI-appointed <strong>Rohini Commission<\/strong> is struggling to reconcile claims.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Hence, we need many more quality medical institutions to increase the supply of quality medical professionals otherwise quota along with lack of skilled human capital will subdivide the shrinking pie.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: Times of India Synopsis: Recently, the government announced 27% reservation for OBC and 10% for EWS candidates in the all-India quota for medical admissions.
