{"id":122638,"date":"2021-07-31T18:25:29","date_gmt":"2021-07-31T12:55:29","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=122638"},"modified":"2021-07-31T18:25:29","modified_gmt":"2021-07-31T12:55:29","slug":"small-state-big-brother","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/small-state-big-brother\/","title":{"rendered":"Small state, big brother"},"content":{"rendered":"<p><b>Source<\/b><span style=\"font-weight: 400;\">: <a href=\"https:\/\/www.business-standard.com\/article\/opinion\/shekhar-gupta-small-state-big-brother-121073001670_1.html\" target=\"_blank\" rel=\"noopener\">Business Standard<\/a><\/span><\/p>\n<h5><b>Synopsis<\/b><span style=\"font-weight: 400;\">:<\/span><\/h5>\n<p><span style=\"font-weight: 400;\">Assam-Mizoram violence is an outcome of the central government trying too hard to &#8216;integrate&#8217; distinct northeastern states, which has unleashed latent regionalism.<\/span><\/p>\n<h5><b>Background<\/b><span style=\"font-weight: 400;\">:<\/span><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Recent border clashes on the Assam-Mizoram Border and Assam-Meghalaya border point to the failure of central and state governments to solve the boundary issue.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">On 26 July, a violent confrontation took place between police and residents on the Assam-Mizoram border.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The clash has left six Assam Police personnel dead and a trail of injuries on both sides.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The tension on July 26th followed alleged attempts by Meghalaya to put up electric poles at the Khanapara area of Guwahati.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Today the borders between Assam-Meghalaya, Assam-Mizoram, Assam-Nagaland, and Assam-Arunachal Pradesh are all hotly contested spaces and marked by frequent bloodbaths.<\/span><\/li>\n<\/ul>\n<h5><b>Reason behind such intense border conflicts<\/b><span style=\"font-weight: 400;\">:<\/span><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><b>First<\/b><span style=\"font-weight: 400;\">, four out of six neighbors of Assam were carved out of Assam between 1963 and 1972. The <\/span><b>boundary lines were drawn hurriedly and casually by the civil servants,<\/b><span style=\"font-weight: 400;\"> just like the approach adopted by Radcliffe in demarcating the India-Pakistan border.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This is why such intense border issues do not fester between Assam, Tripura, and Manipur as those two were already territorial entities by themselves and not created by dividing Assam.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>Second<\/b><span style=\"font-weight: 400;\">, there is the existence of a <\/span><b>smaller state syndrome<\/b><span style=\"font-weight: 400;\"> in 4 states. They believe that their culture, identity, and ethnicity are being subjugated by Assam, the bigger state. It is the same reason which makes Pakistan anxious about India&#8217;s policy.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Third<\/b><span style=\"font-weight: 400;\">, the central government is <\/span><b>trying too hard to integrate the Northeast region<\/b><span style=\"font-weight: 400;\"> as one single monolith. This has awakened <\/span><b>sleeping regionalism,<\/b><span style=\"font-weight: 400;\"> as every state has a unique culture and diversity of its own.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Setting up an organization like the NEDA (Northeast Demo\u00adcr\u00adatic Alliance) by the ruling party also tries to impose homogeneity over the diverse region.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Such<\/span><b> an integrationist approach also defeats the rationale behind the creation of smaller\u00a0 Northeast states<\/b><span style=\"font-weight: 400;\">. They were created to address their insecurities about being overwhelmed by outsiders and losing their identity.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h5><b>Suggestions:<\/b><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The dispute can be solved if generosity is shown by the bigger state (Assam) towards the smaller. The smaller states have always resented Assam as the big brother. They didn\u2019t want to be dominated by New Delhi nor by Dispur.<\/span><\/li>\n<li style=\"font-weight: 400;\">India settled its land and maritime boundaries with Bangladesh. It also settled the <b>Katchatheevu island dispute with Sri Lanka<\/b><span style=\"font-weight: 400;\">. In each case, the larger neighbor showed generosity and large-heartedness.
