An assessment of these visits and the key takeaways.<\/p>\n<h5><strong>Background<\/strong><\/h5>\n<p>Visits to various Asian countries by three top US officials \u2014 Deputy Secretary of State, Secretary of Defense, and Secretary of State.<\/p>\n<h5><strong>In East Asia and Oman<\/strong><\/h5>\n<p>Deputy Secretary of State Wendy R. Sherman&#8217;s visit (July 19-27) covered <strong>Japan, South Korea, Mongolia,<\/strong> and also <strong>China<\/strong>.<\/p>\n<p><strong>Underlying theme:<\/strong> Reaffirmation of the U.S. commitment to working with allies and partners for the promotion of peace and prosperity and upholding a \u2018<strong>rules-based order<\/strong>\u2019, the code word critical of China\u2019s behaviour.<\/p>\n<p><strong><span style=\"text-decoration: underline;\">Key points<\/span>:<\/strong><\/p>\n<h5><strong>Southeast Asian dynamics<\/strong><\/h5>\n<p>The visit by Secretary of Defense, Mr. Austin (July 23-30) covered three important ASEAN member-states \u2014 <strong>Singapore, Vietnam,<\/strong> and the<strong> Philippines<\/strong>.<\/p>\n<p><strong>Underlying theme<\/strong>: Discussions reiterated the necessity for a U.S. military presence in the region.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Key points<\/strong><\/span>:<\/p>\n<ul>\n<li>Mr. Austin aptly asserted, that <strong>Beijing\u2019s claim to the vast majority of the South China Sea has no basis in international law<\/strong> and sent out the key signal to Beijing stating that US won&#8217;t hesitate when its interests are threatened. Yet it doesn&#8217;t seek confrontation.<\/li>\n<li>In a joint statement, Singapore and the U.S. agreed that <strong>America\u2019s presence in the region is \u201cvital for its peace, prosperity, and stability\u201d<\/strong>.<\/li>\n<li>Mr. Austin encouraged <strong>Vietnam<\/strong> to develop closer defence cooperation with the U.S.<\/li>\n<li>The Philippines visit produced a notable result, as Manila agreed to full restoration of the Visiting Forces Agreement, which provides the legal foundation for the U.S. military presence in that country.<\/li>\n<\/ul>\n<h5><strong>In South Asia and Kuwait<\/strong><\/h5>\n<p>Secretary of State, Mr. Blinken, visited <strong>Delhi<\/strong> and <strong>Kuwait<\/strong> (July 26-29)<\/p>\n<ul>\n<li><strong>Visit to India<\/strong>: The India visit was more in the nature of a consultative dialogue, bringing out the expanding areas of convergence between the two nations. The relationship with China is marked by three characteristics \u2014 adversarial, competitive, and cooperative.
