This calls for a renegotiation of the treaty through discussion and deliberation among the two countries.<\/span><\/p>\n<h5><b>Background<\/b><span style=\"font-weight: 400;\">:<\/span><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The standing committee of Water resources has submitted its 12th Report to the Lok Sabha on 5th August 2021.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The report calls for a renegotiation of the Indus Water Treaty in light of present-day challenges like climate change.<\/span><\/li>\n<\/ul>\n<p><a href=\"https:\/\/forumias.com\/blog\/indus-water-treaty\/\" target=\"_blank\" rel=\"noopener\"><b>About the Indus Water Treaty<\/b><\/a><\/p>\n<h5><b>Findings of the committee in its 12th report:<\/b><\/h5>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Present-day pressing issues<\/span> <span style=\"font-weight: 400;\">such <\/span><b>as climate change, global warming, and environmental impact assessment <\/b><span style=\"font-weight: 400;\">were not taken into account by the treaty.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It predicted some <\/span><b>upcoming impacts of climate change <\/b><span style=\"font-weight: 400;\">on the Indus basin:<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There would be<\/span><b> instances of more high-intensity rainfall <\/b><span style=\"font-weight: 400;\">as well as long stretches where there is low rainfall.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There would be a <\/span><b>high influx of water due to glacial melt.<\/b><span style=\"font-weight: 400;\"> The contribution of glaciers in the Indus basin is higher than in the Ganges or Brahmaputra basins.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Considering the fragile nature of the Himalayan region, there is <\/span><b>a greater frequency of landslides and flash floods<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The report also noted that India was able to <\/span><b>make full use of the \u2018Eastern Rivers\u2019, namely the Ravi, Beas, and Satluj <\/b><span style=\"font-weight: 400;\">through a series of dams. This includes dams such as Ranjit Sagar on the Ravi in Pathankot, Pong on the Beas, and Bhakra Nangal on the Satluj.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">However, it observed that <\/span><b>canals in Punjab and Rajasthan <\/b><span style=\"font-weight: 400;\">such as the Rajasthan Feeder and the Sirhind Feeder had become old and were not maintained properly.\u00a0<\/span><span style=\"font-weight: 400;\">This had resulted <\/span><b>in the lowering of their water carrying capacity<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><span style=\"font-weight: 400;\">Thus, the <\/span><b>water from the Harike Barrage<\/b><span style=\"font-weight: 400;\"> on the confluence of the Beas and Satluj in Punjab was usually released downstream into Pakistan.<\/span><\/li>\n<\/ol>\n<h5><b>Way Forward:<\/b><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The committee urged the Centre to <\/span><b>expedite new projects<\/b><span style=\"font-weight: 400;\"> like the one on the Ujh, a tributary of the Ravi, as well as the Shahpurkandi on the Ravi. This will result in optimum utilisation of the rivers for irrigation and other purposes.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It also r<\/span><b>ecommended that the canal systems <\/b><span style=\"font-weight: 400;\">in Punjab and Rajasthan be repaired to increase their water carrying capacity.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Further India should use the tools of discussion and deliberation to renegotiate the treaty with Pakistan.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The aim should be to establish some kind of<\/span><b> institutional structure or legislative framework <\/b><span style=\"font-weight: 400;\">to address the impact of climate change on water availability in the Indus basin.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Source: Down to Earth \u00a0 Synopsis: The 1960 Indus Water Treaty between India and Pakistan did not take present-day issues like climate change into account.
