The brand-new INS Vikrant is 75% indigenous and is the first big-ticket example of Atmanirbhar India.<\/span><\/p>\n<p><b>Background<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">August 4, 2021, marked a milestone in India\u2019s ambition to become self-reliant in defence production.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The first indigenous aircraft carrier began its sea trials. It\u2019s expected to be commissioned in a year as INS Vikrant.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It makes <\/span><b>India only the seventh nation<\/b><span style=\"font-weight: 400;\"> to develop the capacity to indigenous design and build a carrier. The other six include the US, UK, Spain, Russia, France, and China.<\/span><\/li>\n<\/ul>\n<p><a href=\"https:\/\/forumias.com\/blog\/ins-vikrant-indias-first-indigenous-aircraft-carrier-heads-out-to-sea\/\" target=\"_blank\" rel=\"noopener\"><b>About INS Vikrant<\/b><\/a><\/p>\n<p><b>Analysing the degree of Self Reliance in Defence Production<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A pathway to realize this goal was a policy transition in May 2001 to open up the defence industry to 100% private participation. Post this, 333 private companies have got industrial licences.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Success<\/b><span style=\"font-weight: 400;\">:<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In 2020-21, about 63% of the Rs 1.39 lakh crore procurement budget went to domestic manufacturers.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In relative terms, procurement from domestic sources has increased. HAL, for example, supplies 61% of the airborne fleet in use by defense services.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>Concerns<\/b><span style=\"font-weight: 400;\">:<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">During the period 2001-20, the Stockholm International Peace Research Institute\u2019s database showed that<\/span><b> India was the world\u2019s largest importer <\/b><span style=\"font-weight: 400;\">of arms, at an aggregate value of $52.8 billion.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The huge import is a result of a<\/span><b> shortage in capabilities for designing and developing major platforms<\/b><span style=\"font-weight: 400;\">. For instance, we<\/span> <span style=\"font-weight: 400;\">ordered the Medium Multi-Role Combat Aircraft from France and the S-400 Air Defense System from Russia.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Further, there is a <\/span><b>lack of financial support to boost indigenous production<\/b><span style=\"font-weight: 400;\">. For instance, in 2020-21, By 2020-21, 61% of the defense budget was allocated for salaries and pensions and 19% towards buying arms.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><b>Way Forward<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The government must soon finalise the modalities of <\/span><b>the <a href=\"https:\/\/forumias.com\/blog\/15th-finance-commission-3\/\">15th Finance Commission\u2019s suggestion <\/a><\/b><span style=\"font-weight: 400;\">on<\/span><b> creating a non-lapsable defence fund.<\/b><span style=\"font-weight: 400;\"> This is necessary to insulate defence spending from short-term fiscal pressures and enable the development of more indigenous carriers.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It needs to be complemented by a <\/span><b>relatively closer engagement between Government and domestic manufacturers<\/b><span style=\"font-weight: 400;\">.
