A look at the issues involved and measures that can be taken.<\/p>\n<h5><span style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\"><b>Context<\/b><\/span><\/h5>\n<p>The parliamentary Standing Committee on Agriculture was \u2018surprised and disappointed\u2019 to know that there was no data about the complaints resolved by grievance redressal committees (GRC) set up under the <a href=\"https:\/\/forumias.com\/blog\/pradhan-mantri-fasal-bima-yojana-pmfby\/\">Pradhan Mantri Fasal Bima Yojana<\/a> (PMFBY).<\/p>\n<h5><strong>About GRCs<\/strong><\/h5>\n<ul>\n<li>This is a state and district level grievance redressal mechanism built into the PMFGY.<\/li>\n<li>District Level Grievance Redressal Committees (DGRC) and State Level Grievance Redressal Committees (SGRC) have been formed under the revised operational guidelines of the scheme starting from the 2018-19 Rabi Season.<\/li>\n<li>These are mandated to resolve the grievances of farmers, banks, insurance companies and district authority.<\/li>\n<li>DGRC is headed by the District Magistrate\/Collector while a state level GRC is headed by the Principal Secretary\/Secretary of the Nodal Department.<\/li>\n<\/ul>\n<table style=\"height: 28px; width: 100%; border-collapse: collapse; background-color: #f7f2f2;\">\n<tbody>\n<tr style=\"height: 28px;\">\n<td style=\"width: 100%; height: 28px;\"><strong>Must read<\/strong>: <span style=\"color: #0000ff;\"><strong><a style=\"color: #0000ff;\" href=\"https:\/\/forumias.com\/blog\/parliamentary-panel-flags-fasal-bima-plan-woes\/\" target=\"_blank\" rel=\"noopener\"><span lang=\"EN-US\">Parl panel flags Fasal Bima plan woes<\/span><\/a><\/strong><\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h5><strong>Issues\/concerns<\/strong><\/h5>\n<p>Panel identified following issues with GRC<\/p>\n<ul>\n<li><strong>No data about the complaints<\/strong> resolved by grievance redressal committees (GRC)<\/li>\n<li><strong>Non-establishment of GRCs by many of the States and UT&#8217;s<\/strong>:\u00a0According to the report, so far only 15 states and Union territories have notified both DGRCs and SGRCs.<\/li>\n<\/ul>\n<h5><strong>Recommendation of the panel<\/strong><\/h5>\n<ul>\n<li><strong>GRCs should be formed at different levels<\/strong> in all the remaining states and Union territories to resolve farmers\u2019 grievances<\/li>\n<li><strong>Member of Parliament and State Legislative Assemblies should be nominated to DGRC<\/strong> which will increase accountability and improve acceptability of the scheme among farmers<\/li>\n<li>A <strong>toll-free number<\/strong> of three-four digits should be provided for queries regarding PMFBY, registration of complaints by farmers and information regarding action taken on their complaints<\/li>\n<li><strong>Timely redressal<\/strong>: Complaints need to be addressed in a time bound manner<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Source: Down to Earth Relevance: Issues with PMFBY Synopsis: Grievance redressal mechanism set up under PMFBY suffers from various issues, thus impairing the overall efficiency of the scheme.
