\u00a0Substantiate. \u00a0(GS-1<span style=\"font-weight: 400;\">)<\/span><\/p>\n<p><b>Introduction:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Stalking is not a mere annoyance.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">On the contrary, it is a crime that requires strict legal punishment.<\/span><\/li>\n<\/ul>\n<p><b>What is Stalking?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Stalkingis unwanted or obsessive attention by an individual or group towards another person.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Stalking behaviours are related to harassment and intimidation and may include following the victim in person or monitoring them.<\/span><\/li>\n<\/ul>\n<p><b>Statistical Data:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A total of 674 cases of voyeurism and 4,699 cases of stalking were reported in the country during the 2014.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In 2015, NCRB recorded a total of 6,266 complaints under stalking.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">According to the data from NCRB, AP and Telangana reported 504 cases of stalking in 2014 and 551 cases in 2015.<\/span><\/li>\n<\/ul>\n<p><b>Need of strict law against stalking in India:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Following are the reasons for which there is a need of strict law against stalking in India:<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Stalking is a <\/span><b>violation of privacy<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It directly <\/span><b>impacts life and can puts the victim in danger<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is important for the government to understand <\/span><b>how traumatic and inhibiting it is for a victim, especially a woman <\/b><span style=\"font-weight: 400;\">to be pursued with unwanted interest, and for such stalking to be considered as \u2018normal\u2019.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There are times when stalking <\/span><b>contains the seed for a bigger, often violent crime<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It should not be forgotten that <\/span><b>murders and acid attacks have had their origins<\/b><span style=\"font-weight: 400;\"> in stalking.<\/span><\/li>\n<\/ul>\n<p><b>Loopholes in the existing laws against stalking:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The loopholes in the existing laws against stalking are:<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Section 354D of the Indian Penal Code, which pertains to stalking, <\/span><b>is a bailable offence.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This has attracted the criticism that the police <\/span><b>did not invoke more stringent provisions<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The existing law has been severely criticized for being <\/span><b>gender biased<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">According to the law, <\/span><b>only a man can commit the offence on a woman<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Laws against cyber stalking merely focused <\/span><b>on financial crimes and neglected interpersonal criminal behaviors such as cyber stalking.<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Q.2) India has a plethora of public\u2013private partnership (PPPs) in health,but how does NitiAayog\u2019s model of privatizing district hospitals make a difference? Critically examine. \u00a0(GS-2)<\/span><\/p>\n<p><b>Introduction:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Health Ministry and the NITI Aayog have developed a Public Private Partnership (PPP) framework to let private hospitals run services within district hospitals, on a 30-year lease for three non-communicable diseases i.e. cardiac disease, pulmonary disease, and cancer care.<\/span><\/li>\n<\/ul>\n<p><b>The objectives of the proposed PPP:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The salient features of the NITI Aayog\u2019s proposed PPP are:<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It pushes for PPPs <\/span><b>focussed on cancers, heart conditions and respiratory tract diseases in non-metros.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It would see <\/span><b>private healthcare service providers bid for a 30-year contract to upgrade and operate these facilities within district hospitals<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The scheme is designed to <\/span><b>address the acute shortage of trained personnel and infrastructure in public hospitals, <\/b><span style=\"font-weight: 400;\">particularly those situated away from large cities and metropolitan centres.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The NitiAyog asserts that the scheme will lead to <\/span><b>infusion of resources by the private sector, and will expand access to healthcare services.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Beneficiaries of the government insurance schemes will be able to get treatment at these hospitals but there will be <\/span><b>no reserved beds or quota of beds for free services<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>General patients will also be allowed<\/b><span style=\"font-weight: 400;\"> to seek treatment.<\/span><\/li>\n<\/ul>\n<p><b>The major drawbacks:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The major drawbacks of the PPP are:<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It brings forward the questions that how will<\/span><b> public and private managements coexist in the same physical space.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Private hospitals are also known <\/span><b>to overcharge devices like stents and drugs that are the key revenue earning centres.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The model does not provide any information <\/span><b>on the pricing strategy and its impact on public budgets.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Under the Aayog model, several costs are being <\/span><b>subsidised, rates charged ought to be half of the CGHS rates.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">An implementation of the proposal will further <\/span><b>worsen inequity in access to healthcare services.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Private providers, following the money trail, will <\/span><b>stay away from poor and remote districts, leaving these to the public sector to manage.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This will further <\/span><b>weaken the ability of public hospitals to attract and retain trained doctors and other health workers<\/b><span style=\"font-weight: 400;\">, as public services will be restricted to the poorest areas where working conditions are the most difficult.<\/span><\/li>\n<\/ul>\n<p><b>Conclusion:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The simple remedy could be to <\/span><b>significantly enhance investment in public healthcare services, including in the training of health workers<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On a positive note, this initiative certainly provides <\/span><b>effective diagnostic facilities at affordable cost for the life threatening diseases.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Q.3) Despite the existing medical facilities and healthcare infrastructure what proved to be largely inadequate to prevent the death of the children in Gorakhpur hospital tragedy? Suggest the immediate measures to be taken to handle the like situation. \u00a0(GS-1)<\/span><\/p>\n<p><b>Introduction:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The death of over 30 children within a span of 48 hours at the government-run Baba Raghav Das (BRD) Medical College hospital in Gorakhpur, Uttar pradesh, isn\u2019t merely about oxygen cylinders and unpaid bills but it is a consequence of many deeper problems.<\/span><\/li>\n<\/ul>\n<p><b>The deeper problems:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Gorkhapur is the <\/span><b>worst-affected region in the state due to encephalitis.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">Although vaccines are available, there is <\/span><b>no such vaccine for checking Acute Encephalitis Syndrome.<\/b><\/li>\n<li><b>India\u2019s abysmally low public spending on healthcare<\/b><span style=\"font-weight: 400;\"> also tops the list of drawbacks.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Another problem with India\u2019s healthcare system is <\/span><b>acute manpower shortage.<\/b><\/li>\n<li><b><span style=\"font-weight: 400;\">A vast majority of people <\/span>do not have health insurance in a country<span style=\"font-weight: 400;\">.<\/span><\/b><\/li>\n<li><span style=\"font-weight: 400;\">India\u2019s <\/span><b>inability to find a workable model for taxation or insurance<\/b><span style=\"font-weight: 400;\"> has left its poor particularly vulnerable.<\/span><\/li>\n<\/ul>\n<p><strong>Suggestions:<\/strong><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Medical Council of India (MCI) will have to <\/span><b>reform the entire medical education system if these gaps of medical facilities have to be filled.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In the meantime, <\/span><b>more healthcare providers need to be brought into the system, including nurses, optometrists, anaesthetists and AYUSH (ayurveda, yoga and naturopathy, unani, siddha and homoeopathy) workers.<\/b><\/li>\n<li style=\"font-weight: 400;\"><b>Nurses especially can and should be empowered<\/b><span style=\"font-weight: 400;\"> so that they can take off some of the load from physicians.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Indian Council of Medical Research needs to <\/span><b>launch a special commission for U.P., treating it as a public health emergency.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Such a system should be <\/span><b>non-commercial and regulated to contain costs, giving everyone affordable access to doctors, diagnostics and treatment<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Strict laws should be formulated against irresponsibility and carelessness<\/b><span style=\"font-weight: 400;\"> of any hospital\u2019s administration. <\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Archives\u00a0 Q.1) Do you think there is a need to broaden and stricken our laws against stalking in India? \u00a0Substantiate. \u00a0(GS-1) Introduction: Stalking is not a mere annoyance.
