{"id":12692,"date":"2017-11-28T16:03:06","date_gmt":"2017-11-28T10:33:06","guid":{"rendered":"http:\/\/blog.forumias.com\/?p=12692"},"modified":"2017-11-28T16:03:06","modified_gmt":"2017-11-28T10:33:06","slug":"centre-soon-to-announce-peace-agreement-with-nscn-im","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/centre-soon-to-announce-peace-agreement-with-nscn-im\/","title":{"rendered":"Centre soon to announce peace agreement with NSCN (IM)"},"content":{"rendered":"<p><strong>Context:<\/strong><\/p>\n<ul>\n<li>The Centre will soon announce peace agreement with NSCN (IM) either before Christmas or assembly election due in February.<\/li>\n<li>By far, talks with at least five or six Naga groups could not fix any conclusion.<\/li>\n<\/ul>\n<p><strong>Why is it in news?<\/strong><\/p>\n<ul>\n<li>It has been ages since <strong>the National Socialist Council of Nagaland (NSCN-IM) has been fighting for \u2018Greater Nagaland\u2019 or Nagalim<\/strong>.<\/li>\n<li>It wants to <strong>extend Nagaland\u2019s borders by including Naga-dominated areas in neighbouring Assam, Manipur and Arunachal Pradesh<\/strong>, to unite 1.2 million Nagas.<\/li>\n<li>But the three states that have Naga populations <strong>have refused to part with even an inch of land.<\/strong><\/li>\n<li>In this context, the Centre is engaged in <strong>peace talks with NSCN (IM) for last the 22 years and in 2015, a &#8216;Framework Agreement&#8217; was signed.<\/strong><\/li>\n<li>Most recently, the centre brought <strong>six other insurgent groups of Nagaland on board for the peace process in September, 2017<\/strong> to find an all-inclusive lasting solution.<\/li>\n<li>The Centre <strong>is likely to announce the peace agreement with\u00a0NSCN (IM) and six other groups either before Christmas or assembly election due in February.<\/strong><\/li>\n<\/ul>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-12693 size-full\" src=\"https:\/\/i0.wp.com\/blog.forumias.com\/wp-content\/uploads\/2017\/11\/assam-480.jpg?resize=480%2C267\" alt=\"\" width=\"480\" height=\"267\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2017\/11\/assam-480.jpg?w=480&amp;ssl=1 480w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2017\/11\/assam-480.jpg?resize=150%2C83&amp;ssl=1 150w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2017\/11\/assam-480.jpg?resize=300%2C167&amp;ssl=1 300w\" sizes=\"auto, (max-width: 480px) 100vw, 480px\" \/><\/p>\n<p><strong>The map of \u2018Greater Nagaland\u2019 or Nagalim:<\/strong><\/p>\n<ul>\n<li>The map of Greater Nagalim comprising \u201call Naga-inhabited areas\u201d shows a 1,20,000 sq km sprawl <strong>across the Northeast and Myanmar.<\/strong><\/li>\n<li>It covers a sizeable portion of:<\/li>\n<li>Assam\u2019s Tinsukia, Charaideo, Sivasagar, Jorhat, Golaghat, Karbi Anglong and Dima Hasao districts;<\/li>\n<li>all of Longding, Tirap, Changlang, Lohit and Namsai districts in Arunachal; and<\/li>\n<li>large parts of Manipur\u2019s Ukhrul, Senapati, Chandel and Tamenglong districts.<\/li>\n<li>The area of Nagaland state is only 16,527 sq km, a fraction of the NSCN(IM)\u2019s \u201cGreater Nagalim\u201d.<\/li>\n<\/ul>\n<p><strong>What is the conflict between Assam and Nagaland?<\/strong><\/p>\n<ul>\n<li>Assam has complained of <strong>encroachment by Nagaland<\/strong>.<\/li>\n<li>Assam says Nagaland <strong>has set up three civil subdivisions on Assamese territory<\/strong>.<\/li>\n<li>Friction over the boundary has <strong>led to several rounds of violence, leading to over a hundred deaths.<\/strong><\/li>\n<li>Nagaland insists that <strong>more land that has \u201chistorically\u201d belonged to the Nagas continues to remain under Assam\u2019s \u201coccupation\u201d.<\/strong><\/li>\n<li>The state says that the <strong>16-point agreement of 1960 that led to its creation included the \u201crestoration\u201d of all Naga territories<\/strong> transferred out of the Naga Hills after the British annexed Assam in 1826.<\/li>\n<li>It is quite evident that <strong>territorial integrity of Assam would not be compromised at any cost.<\/strong><\/li>\n<\/ul>\n<p><strong>What will be the consequences if the geographical integration is approved?<\/strong><\/p>\n<ul>\n<li>This will bring many <strong>unwanted incidents and may result in communal clash<\/strong> in the State.<\/li>\n<li>There will be <strong>hurdles in advancing many projects and schemes<\/strong> including the power sub-stations at Elang Khangpokpi and Chandel.<\/li>\n<li>There will be <strong>loss of national unity and integrity<\/strong>.<\/li>\n<li>The approval will <strong>encourage other states of the country to demand<\/strong> geographical integration.<\/li>\n<\/ul>\n<p><strong>What is the\u00a0Nationalist Socialist Council of Nagaland\u00a0(\u00a0NSCN)?<\/strong><\/p>\n<ul>\n<li>The\u00a0Nationalist Socialist Council of Nagaland(\u00a0NSCN) is a Greater Naga Revolutionist, Christian Naga nationalist\u00a0insurgent group operating mainly in\u00a0Northeast India.<\/li>\n<\/ul>\n<p><strong>Objectives:<\/strong><\/p>\n<ul>\n<li>The main goal of the organisation is to establish <strong>a sovereign Naga state, &#8220;Nagalim&#8221;, which would consist of all the areas inhabited by the\u00a0Naga people\u00a0in Northeast India and Northwest\u00a0Myanmar.<\/strong><\/li>\n<li><strong>Unification of all Naga tribes under one administration and liberating Nagalim from India<\/strong> is listed as one of the supposed main objectives of the organisation.<\/li>\n<li>Its manifesto is based on the <strong>principle of Socialism for economic development.<\/strong><\/li>\n<\/ul>\n<p><strong>What is the way ahead?<\/strong><\/p>\n<ul>\n<li>The country needs to be <strong>integrated culturally, emotionally and socially,<\/strong> which does not affect anybody.<\/li>\n<li>Any <strong>solution to end the Naga insurgency should not be confined to Nagaland state only<\/strong> instead it should take into account the arguments put forward by the other states.<\/li>\n<li>The Centre <strong>should not try to \u201csettle\u201d a particular community<\/strong> as the border state (Manipur) is inhabited by more than 30 different ethnic groups and is not a domain of one community.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Context: The Centre will soon announce peace agreement with NSCN (IM) either before Christmas or assembly election due in February.
