But this programme did not attain its objective because of the following limitations:\n<ul>\n<li>Losing interest of government &amp; withdrawal of subsidies<\/li>\n<li>Less participation of people to use these chulhas<\/li>\n<li>Beneficiaries were not properly targeted<\/li>\n<li>Little quality control<\/li>\n<\/ul>\n<\/li>\n<li><strong>Liquefied Petroleum Gas (LPG) under PAHAL scheme: <\/strong>\n<ul>\n<li>The government introduced this scheme in 2013.<\/li>\n<li>Its aim was to alleviate the public health burden posed by household air pollution on women.<\/li>\n<\/ul>\n<\/li>\n<li><strong>LPG under PM Ujjwala Yojana (PMUY): <\/strong>It was launched in 2016 &amp; aims to provide universal access to LPG by 2025.\n<ul>\n<li><b>Under the scheme,\u00a0<\/b>an adult woman member of a below poverty line family was given a deposit-free LPG connection with the financial assistance of Rs 1,600 per connection by the Centre.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Ujjwala 2.0: <\/strong>\n<ul>\n<li>Under this, the government announced the target of an additional one crore LPG connection.<\/li>\n<li>It aims to provide deposit-free LPG connections to those low-income families who could not be covered under earlier PMUY.<\/li>\n<li>Under this scheme, migrants will not require to submit a ration card or address proof.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h5><strong>Problems with the existing scheme<\/strong><\/h5>\n<p>According to studies, it was found that many LPG connection holders were still using other fuels like fuelwood or dung cakes. The main reasons behind that are:<\/p>\n<ul>\n<li>Many people got the connection but were <strong>unable to refill because of economic reasons<\/strong>.<\/li>\n<li>More use of cow dung and other similar fuels because of their <strong>easy availability<\/strong> and also <strong>at free of cost.<\/strong><\/li>\n<li>Generally, <strong>a low value is attached to women\u2019s time<\/strong> in production, as the opportunity cost of women\u2019s labour is low.\n<ul>\n<li>LPG is used for cooking when the opportunity cost of women labour is high, such as peak season in farming.<\/li>\n<\/ul>\n<\/li>\n<li>Administrative constraints such as distance to LPG distribution centres, long waiting time, the rising cost of LPG cylinders etc<\/li>\n<\/ul>\n<h5><strong>Way Forward<\/strong><\/h5>\n<p>Women need a better source of cooking, but LPG connections work only for non-poor households.
