{"id":128299,"date":"2021-08-24T20:14:53","date_gmt":"2021-08-24T14:44:53","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=128299"},"modified":"2021-08-26T18:25:16","modified_gmt":"2021-08-26T12:55:16","slug":"capital-disadvantages-delhi-washington-dc","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/capital-disadvantages-delhi-washington-dc\/","title":{"rendered":"Capital Disadvantages: Delhi &#038; Washington DC"},"content":{"rendered":"<p><strong>Source:\u00a0 <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/capital-disadvantages-delhi-washington-dc\/articleshow\/85568638.cms\" target=\"_blank\" rel=\"noopener\">TOI<\/a><\/strong><\/p>\n<p><strong>Relevance: <\/strong>To understand the issue of Delhi\u2019s statehood.<\/p>\n<p><strong>Synopsis:<\/strong> Full statehood remains a dream for residents, both in Indian and US national capitals<\/p>\n<p>US and India both are reluctant to allow residents of their capitals full statehood.\u00a0 Both territories enjoy lesser power than the states<\/p>\n<h5><strong>Status of Washington DC<\/strong><\/h5>\n<ul>\n<li>It has 3 electoral votes to elect the president (since 1961), but its people have no vote in Congress.<\/li>\n<li>It has a Mayor and a Council, but laws passed can be overturned by US Congress under Article 1, Section 8 of the US constitution<\/li>\n<\/ul>\n<p><strong>Progress has been slow in Washington DC too:<\/strong><\/p>\n<ul>\n<li>DC was set to allow control over its own security after the 1783 mutiny.<\/li>\n<li>Such tentative steps were reversed in 1874 when Congress decided to rule abruptly through a 3 member commission.<\/li>\n<li>As the city\u2019s economy grew, demands for self-governance grew.<\/li>\n<li>But despite demands from citizens, the statehood progress has been slow.<\/li>\n<\/ul>\n<h5><strong>\u00a0<\/strong><strong>What is the status of Delhi?<\/strong><\/h5>\n<ul>\n<li>Initially, it was a Part C state under the constitution enjoying a measure of self-governance<\/li>\n<li>After the reorganisation of states, when Delhi became UT, it was the only Part C state to lose an elected government<\/li>\n<li>By 69<sup>th<\/sup> AA, Article 239AA, it was again given an elected assembly and CM. Delhi presently enjoys all the power except land, police, law and order.<\/li>\n<\/ul>\n<h5><strong>What is the real problem?<\/strong><\/h5>\n<ul>\n<li>The government report states that Delhi\u2019s residents enjoy special status and must pay the price for it.<\/li>\n<li>However, the trend towards greater Democratization has helped Delhi and Washington DC to improve their governance.<\/li>\n<li>But with the recent move(<a href=\"https:\/\/forumias.com\/blog\/the-government-of-nct-of-delhi-amendment-bill-2021-explained-pointwise\/\" target=\"_blank\" rel=\"noopener\">GNCT of Delhi (Amendment) Act<\/a>), the standoff between the governor and CM has only increased in Delhi. Further, the Supreme court also has not been able to resolve the deadlock.<\/li>\n<\/ul>\n<h5><strong>Way forward<\/strong><\/h5>\n<p>Even the recent amendments can not solve the problem.
