They can also excel in other fields like education. Women can contribute not just to the economy of the nation, but can also be the agents of social transformation.<\/p>\n<p>This is evident from the World Bank review, which pointed that the g<strong>lobal average for the private rate of return<\/strong> (the increase in an individual\u2019s earnings) <strong>with just one extra year of schooling is about 9 percent<\/strong>. While the social returns of an extra year of school are even higher \u2014 above 10 percent at the secondary and higher education levels.<\/p>\n<p><strong>Impact of Corona on girls globally:<\/strong> It is estimated that over 2.4 crore girls globally are on the verge of dropping out of schools because of the corona pandemic. The main reasons behind that are pandemic-induced school closure &amp; economic hardship.<\/p>\n<p><strong>In India<\/strong><\/p>\n<p><strong>Before Pandemic:<\/strong><\/p>\n<ul>\n<li>There was a gradual increase in the Gross Enrolment Ratio (GER) for women in higher education \u2014 from 19.8% in 2012-13 to 27.3 % in 2019-20. We need to take many more steps like:<\/strong><\/p>\n<ol>\n<li><strong>Mohalla school or a community learning programme<\/strong>: These should be started with appropriate Covid norms<\/li>\n<\/ol>\n<p>NITI Aayog, with the help of civil society organisations, had started a community programme led by volunteers called \u201c<strong>Saksham Bitiya<\/strong>\u201d. It aims to train girls in socio-emotional and ethical learning. Such initiatives should be replicated to ensure more girls do not drop out of schools during the pandemic.<\/p>\n<ol start=\"2\">\n<li>To predict likely drop-outs, a <strong>gender atlas comprising relevant indicators <\/strong>should be developed.<\/li>\n<li><strong>Teachers should also be trained<\/strong> in all the scholarships and schemes available which provide economic support to girls and their families for continuing their education.<\/li>\n<li>There is a need to <strong>revise the National Scheme of Incentive to Girls for Secondary Education<\/strong> in areas or states where there is a high prevalence of drop-outs and early child marriages<\/li>\n<li><strong>Special education zones should be set up <\/strong>in areas that have been traditionally backward in education.\n<ul>\n<li>The National Education Policy 2020 provides for a gender inclusion fund. This fund should be utilised to support STEM education in these schools as well as in all Kasturba Gandhi Balika Vidyalayas.<\/li>\n<\/ul>\n<\/li>\n<li>State governments need to leverage existing schemes to design interventions to promote women in higher education.<\/li>\n<li>Behavioural nudges are the key to tackling social prejudices and orthodox cultural norms that prevent girls from achieving their innate potential.\n<ul>\n<li>For this, Behavioural Insights Units (BIU) should be established across states to tackle social issues with the help of NGOs<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p><strong>Way Forward<\/strong><\/p>\n<p>The pandemic has brought unprecedented challenges for educators and students, especially for those on the margins, including girls. Under its new policy,<\/p>\n<ul>\n<li>private tutoring businesses have to <strong>restructure as non-profit companies.<\/strong><\/li>\n<li>They are banned from listing on the stock market or raising foreign capital.<\/li>\n<li>They are prohibited from offering tutoring classes on weekends and school holidays.<\/li>\n<li>Parents and students are being encouraged to report schools and teachers who make extra income through private tutoring.<\/li>\n<\/ul>\n<h5><strong>What is the Indian Scenario?<\/strong><\/h5>\n<p>The <strong>overemphasis on tuition<\/strong> is an issue in India too. While the Chinese solution is not the best one, the underlying problem exists in India.<\/p>\n<p>We make children compete for exams that do not test true talent and operate like a lottery. This isn\u2019t a new issue. For instance, we already have the Kota factory phenomenon.<\/p>\n<h5><strong>Why overemphasis on tuition is not good? <\/strong><\/h5>\n<ul>\n<li>Sports, musical instruments, dramatics, art, elocutions, debates anything that doesn\u2019t feature in entrance tests or board exams is cut out.<\/li>\n<li>The time spent to score little extra marks can instead be used to <strong>learn a completely new skill<\/strong>, which would make one more employable and contribute more to the economy.<\/li>\n<li><strong>Tuition takes away the level playing field.<\/strong> Many of these tuitions cost lakhs. Very smaller number of Indians can afford it.<\/li>\n<\/ul>\n<h5><strong>Suggestions\/Measures<\/strong><\/h5>\n<p>The solution does not lie in banning mega educational companies. It attacks supply of tuitions, but does nothing about the huge demand for it.<\/p>\n<ol>\n<li>One, we need to make a <strong>cultural shift.<\/strong> We must let our children learn other than engineering and medicine.<\/li>\n<li>Two, we also need <strong>more good colleges<\/strong>. Lack of reputable colleges gives way for new edtech startups. Incentivize good people to open colleges, grant prime land and create more world-class institutions.<\/li>\n<li><strong>Take the pressure off<\/strong> the cutoffs and entrance exams.<\/li>\n<li><strong>Better regulate<\/strong> the mushrooming educational startups. Many of these companies provide excellent services, such as making people job-ready, upgrading skill-sets or teaching different vocations.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong><\/p>\n<p>China\u2019s massive crackdown is about how the tuition-obsession combined with tech can go too far. The growing list of users of this technology, started with the Home Ministry\u2019s National Crime Records Bureau (NCRB) and various police forces. As per NTPC\u2019s policy, consent of employees \u201cshall not be\u201d required for implementation of FRT.<\/li>\n<\/ul>\n<h5><strong>Concerns<\/strong><\/h5>\n<ul>\n<li><strong>India does not yet have<\/strong> <strong>specific laws<\/strong> with regard to FRT and personal data protection<\/li>\n<li>Experts have also flagged the issue of <strong>lack of informed consent<\/strong>: Images gathered from CCTV surveillance will also be used to extract particular data points such as the facial features etc. An individual might not have consented to sharing these when entering a CCTV-surveilled zone. It seeks to expedite development projects by simplifying the procedure for the acquisition of land.<\/p>\n<h5>Provisions of the bill<\/h5>\n<ol>\n<li><strong>Exemption: <\/strong>It has brought Public-Private Partnership (PPP) projects to the \u2018exempt\u2019 category, for which Social Impact Assessment (SIA)\/ consent of landowners is not required.\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Under the Central Land Acquisition Act, it is mandatory for the government in PPP projects to seek the consent of at least 70 % of affected families and conduct Social Impact Assessment (SIA).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong>Power of collector<\/strong>: The Collector can determine the fair compensation and make the award without further enquiry if he is satisfied that all persons interested in the land have given their consent to the terms and conditions based on their free will.<\/li>\n<li><strong>Building Evacuation: <\/strong>Under the new law, the condition of giving 48-hour notice to the occupants of an acquired building to evacuate has been removed. Occupants would be required to vacate the building immediately after the Collector announces the award.<\/li>\n<li><strong>Compensation: <\/strong>It seeks to do away with the provision that required the government to give the evicted people plots of land in addition to monetary compensation.<\/li>\n<\/ol>\n<h5>Impact of the bill:<\/h5>\n<p>The government is no more bound to obtain the Consent of landowners, SIA for a range of projects. These projects are related to<\/p>\n<ol>\n<li>National security or defence of India;<\/li>\n<li><strong>Rural infrastructure<\/strong> eg electrification; affordable housing etc<\/li>\n<li><strong>Industrial corridors<\/strong> set up by the state government or its undertakings<\/li>\n<li><strong>PPP projects<\/strong> wherein the ownership of land continues to vest with the state government<\/li>\n<li>Urban Metro and rapid rail projects.<\/li>\n<\/ol>\n<h5>Why the bill is being opposed?<\/h5>\n<ul>\n<li>It will provide arbitrary powers to the government to acquire land from landowners, majorly farmers. It will provide arbitrary powers to vacate buildings immediately after Collector\u2019s notice, even at midnight.<\/li>\n<li>It would offer no choice to landowners to negotiate, but to accept the compensation and hand over their lands<\/li>\n<li>The government can now acquire even irrigable\/cultivable land with or without the consent of the owner<\/li>\n<li>Tenants and poor persons who may have non-proprietary rights on the land are likely to lose out.<\/li>\n<li>There is fear that land will fall into the hands of corporates<\/li>\n<\/ul>\n<h5>Haryana Governments Stand<\/h5>\n<p>The government rejected the apprehensions that acquired lands will eventually go to corporates. Further,<\/p>\n<ul>\n<li>There is no reduction in the amount of compensation. It will continue to be the same as it used to be under the Central Act<\/li>\n<\/ul>\n<h5>Conclusion:<\/h5>\n<p>Haryana is not the only state that has sought to make the amendments in the Central Act. 16 other states, including Telangana, Gujarat, Tamil Nadu, and Maharashtra, have also enacted such laws. With this, the number of faunal species in India has reached around 1.02 lakh species.<\/span><\/li>\n<li><b>Among new species discovered,<\/b><span style=\"font-weight: 400;\"> invertebrates constitute the majority when compared to vertebrates. Among invertebrates, insects dominated the most, whereas Pisces and reptiles dominated among vertebrates.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><b>Animals can be classified <\/b><span style=\"font-weight: 400;\">as either vertebrates or invertebrates. <\/span>\n<ul>\n<li style=\"font-weight: 400;\"><b>Vertebrates<\/b> ar<span style=\"font-weight: 400;\">e animals that have a backbone inside their body. This meant that the clump was not part of the same galaxy, but rather a small, separate galaxy that they named NGC7733N.<\/span><\/li>\n<li><b>Based on this,<\/b><span style=\"font-weight: 400;\"> the scientists observed that there are three supermassive black holes from three galaxies merging to form a triple active galactic nuclei(AGN).<\/span><\/li>\n<li><b>Moreover,<\/b><span style=\"font-weight: 400;\"> all these<\/span><span style=\"font-weight: 400;\"> three merging black holes were part of galaxies in the Toucan constellation.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><b>The constellation Tucana<\/b><span style=\"font-weight: 400;\"> is located in the Southern Hemisphere of the sky.\u00a0 It is a small constellation. It ranks 48th among the 88 constellations in the night sky.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h5><b>About Supermassive Black Holes:<\/b><\/h5>\n<ol>\n<li style=\"font-weight: 400;\"><b>A black hole is a place in space <\/b><span style=\"font-weight: 400;\">where gravity pulls so much that even light can not get out. The gravity is so strong because matter has been squeezed into a tiny space. This can happen when a star is dying. Moreover, because no light can get out, people can&#8217;t see black holes. They are invisible.<\/span><\/li>\n<li style=\"font-weight: 400;\"><strong>T<\/strong><b>he largest black holes are called &#8220;supermassive.&#8221;<\/b><span style=\"font-weight: 400;\"> These black holes have masses that are more than 1 million suns together. Scientists have found proof that every large galaxy contains a supermassive black hole at its center.<\/span><\/li>\n<\/ol>\n<p><b>What are Active Galactic Nuclei(AGN)?<\/b><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><b>When the dust and gas <\/b><span style=\"font-weight: 400;\">from the surroundings fall onto a supermassive black hole, some of the mass is swallowed by the black hole. But some of it is converted into energy and emitted as electromagnetic radiation that makes the black hole appear very luminous.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>They are called active galactic nuclei (AGN) <\/b><span style=\"font-weight: 400;\">and release huge amounts of ionised particles and energy into the galaxy and its environment.<\/span><\/li>\n<\/ol>\n<p><b>Collision of two Black holes:<\/b><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><b>If two galaxies collide,<\/b><span style=\"font-weight: 400;\"> their black hole will also come closer by transferring the kinetic energy to the surrounding gas.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>The distance between the black holes <\/b><span style=\"font-weight: 400;\">decreases with time until the separation is around a parsec (3.26 light-years).<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>The two black holes<\/b><span style=\"font-weight: 400;\"> are then unable to lose any further kinetic energy to get even closer and merge. But the fetus is genetically different from the mother, and it also develops specialized organs like the placenta that might seem foreign to the mother\u2019s immune system.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h5><b>Key Findings of the study:<\/b><\/h5>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Scientists have found there is a process known as<\/span><b> immune self-education <\/b><span style=\"font-weight: 400;\">which happens in an organ called the <\/span><b>thymus<\/b><span style=\"font-weight: 400;\">, specialized \u201ceducator cells\u201d.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>These specialized educator cells<\/b><span style=\"font-weight: 400;\"> teach developing immune cells what not to attack by showing off a diverse array of the body\u2019s own proteins. Essentially, this process teaches immune cells what constitutes \u201cself\u201d.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><b>During pregnancy, <\/b><span style=\"font-weight: 400;\">these cells teach the mother\u2019s immune system to recognize the developing fetus as part of her \u201cself,\u201d protecting it from being attacked as something \u201cother\u201d.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>But these educator cells<\/b><span style=\"font-weight: 400;\"> require a unique protein called the<\/span><b> autoimmune regulator, or Aire,<\/b><span style=\"font-weight: 400;\"> to teach the complete curriculum of the body\u2019s own proteins. Any mutations in Aire lead to a devastating autoimmune disease.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>There are also extrathymic<\/b><span style=\"font-weight: 400;\"> Aire-expressing cells or eTACs which reside outside the thymus. They are predominantly in the lymph nodes and spleen. These cells are also essential for protecting pregnancy. In absence of eTACs, the mother\u2019s immune system gets overactivated and attacks the fetus.<\/span><\/li>\n<\/ol>\n<h5><b>Significance of this study:<\/b><\/h5>\n<ol>\n<li style=\"font-weight: 400;\"><b>Pregnancy complications<\/b><span style=\"font-weight: 400;\"> like miscarriage are common.
