The consequences of this failure are visible in<\/p>\n<ul>\n<li>rising inequality of income,<\/li>\n<li>the social unrest and vigilante violence fuelled by unemployed youngsters,<\/li>\n<li>a growing politicization of the tension between locals and migrants from other parts of India,<\/li>\n<li>stagnation, and<\/li>\n<li>a decline in the living conditions of millions trapped in low-quality employment.<\/li>\n<\/ul>\n<p>Hence, India needs to focus on <strong>creating a sound employment strategy for youth<\/strong> because out of the 22 million who are unemployed in terms of usual status, 18 million are workers in the 15-29 age group.<\/p>\n<h5><b>Employment strategy<\/b><\/h5>\n<p>It should be based on the following dimensions:<\/p>\n<ul>\n<li><b><span data-contrast=\"auto\">Employment<\/span><\/b><span data-contrast=\"auto\">\u00a0approach\u00a0that\u00a0strengthens the links between\u00a0<\/span><b><span data-contrast=\"auto\">growth and job creation<\/span><\/b><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Increase opportunities for educated youth.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Improves substantially the conditions of work and remuneration for the millions at the bottom of the work pyramid.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Increases substantially the participation of women in the workforce.<\/span><\/li>\n<\/ul>\n<h5><b><span data-contrast=\"auto\">What needs to be done?<\/span><\/b><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/h5>\n<ul>\n<li><span data-contrast=\"auto\">First, improve the\u00a0<\/span><b><span data-contrast=\"auto\">quality of education<\/span><\/b><span data-contrast=\"auto\"> from pre-primary upwards and improved child nutrition. For example, the <\/span><b><span data-contrast=\"auto\">new education policy includes a proposal for mandatory skill acquisition\u00a0<\/span><\/b><span data-contrast=\"auto\">programmes in schools.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Second,\u00a0<\/span><b><span data-contrast=\"auto\">giving incentives to encourage school and college<\/span><\/b><span data-contrast=\"auto\">\u00a0<\/span><b><span data-contrast=\"auto\">leavers<\/span><\/b><span data-contrast=\"auto\">\u00a0to participate in these skilling programmes.\u00a0Provide all secondary school and college leavers with an\u00a0<\/span><b><span data-contrast=\"auto\">unemployment benefit<\/span><\/b><span data-contrast=\"auto\">\u00a0on the condition that they participate in an organised skill development course.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Third,\u00a0<\/span><b><span data-contrast=\"auto\">connect the skill programmes and the institutions implementing<\/span><\/b><span data-contrast=\"auto\">\u00a0<\/span><b><span data-contrast=\"auto\">them<\/span><\/b><span data-contrast=\"auto\">\u00a0to potential employers by involving them in the funding and management of skill development.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Fourth,\u00a0provide every employed person with a\u00a0<\/span><b><span data-contrast=\"auto\">written contract and the strict enforcement\u00a0<\/span><\/b><span data-contrast=\"auto\">of minimum wage legislation.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Fifth,\u00a0<\/span><b><span data-contrast=\"auto\">improving the conditions of work for the vast majority of workers.<\/span><\/b><span data-contrast=\"auto\"> In agriculture, the number of employers is so large that the best strategy is programmes like the Mahatma Gandhi National Rural Employment Guarantee Act that provide supplementary employment and underwrite statutory minimum wages in rural areas.<\/span><\/li>\n<li><span data-contrast=\"auto\">Lastly,\u00a0<\/span><b><span data-contrast=\"auto\">raising the participation of women in the workforce<\/span><\/b><span data-contrast=\"auto\">. At present, only 23% of women are in the labour force, as against 57% of men. There is a wide range in the Labour Force Participation Rate of women, from 6% in Bihar to 52% in Himachal Pradesh.
