By 2027, India will surpass China as the most populous country in the world. However, unplanned urbanisation will exert great strain on our cities. Hence, there is an <strong>urgent need for planning and management<\/strong> of our cities.<\/span><\/p>\n<h5><b>Recommendations of the report on Urban Planning<\/b><\/h5>\n<p><b>Healthy Cities Programme<\/b><b>: <\/b><span style=\"font-weight: 400;\">Every city must aspire to become a \u2018<strong>Healthy City for All<\/strong>\u2019 by 2030. Fo<\/span><span style=\"font-weight: 400;\">r this purpose, the report<strong> suggests a central sector scheme<\/strong> titled \u201c<strong>500 Healthy Cities Programme<\/strong>\u201d for a period of five years, where priority cities will be selected jointly by the states and local bodies<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><b>Ramping Up of Human Resources:<\/b><span style=\"font-weight: 400;\"> To combat the shortage of urban planners in the public sector, the report recommends that states\/UTs may need to expedite the filling up of vacant positions of town planners and additionally sanction new posts as lateral entry positions.<\/span><\/p>\n<p><b>Re-engineering of Urban Governance:<\/b><span style=\"font-weight: 400;\"> The report recommends the c<strong>onstitution of a high-powered committee<\/strong> to re-engineer the present urban-planning governance structure.<\/span><\/p>\n<p>The report also suggests the government to <strong>revise<\/strong><b> the Town and Country Planning Acts.<\/b><\/p>\n<p><b>Citizens Participation: <\/b><span style=\"font-weight: 400;\">The report<\/span> <span style=\"font-weight: 400;\">recommends a \u2018<strong>Citizen Outreach Campaign<\/strong>\u2019 for enabling citizens participation in urban planning.<\/span><\/p>\n<p><b>Enhancing the Role of the Private Sector: <\/b><span style=\"font-weight: 400;\">The report recommends strengthening the role of the private sector to improve the overall planning capacity in the country.\u00a0<\/span><\/p>\n<h5><b>Recommendations of the report on Urban Planning Education<\/b><\/h5>\n<p><b>Postgraduate Programmes in Urban Planning:<\/b><span style=\"font-weight: 400;\"> The Central universities and technical institutions in all the other States\/UTs are encouraged to offer postgraduate degree programmes (M. Tech Planning) to cater to the requirement of planners in the country in a phased manner.<\/span><\/p>\n<p><b>Faculty Shortage:<\/b><span style=\"font-weight: 400;\"> Faculty shortage in educational institutions conducting degree and PhD programmes in planning needs to be resolved in a time-bound manner by 2022.<\/span><\/p>\n<h5><b>Other Recommendations of the report<\/b><\/h5>\n<p><b>National Council of Town and Country Planners:\u00a0<\/b><span style=\"font-weight: 400;\">The report recommends the constitution of a \u2018<\/span><b>National Council of Town and Country Planners<\/b><span style=\"font-weight: 400;\">\u2019 as a <strong>statutory body<\/strong> of the Government of India.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also, a \u2018<\/span><b>National Digital Platform of Town and Country Planners\u2019<\/b><span style=\"font-weight: 400;\"> is suggested to be created within the <strong>National Urban Innovation Stack<\/strong> of MoHUA.
