Recently, a meeting took place which was chaired by the Union home minister. This meeting highlighted the\u00a0declining incidence of Maoist violence in the country. It marked an 82% decline\u00a0<\/strong>in a decade.\u00a0Also,\u00a0over the same decade Maoist influence has shrunk from 96 to 53 districts, with ultras most active in just 25 districts that account for 85% of total violence.\u00a0<\/span>\u00a0<\/span><\/p>\n

What are the areas where the core command structure of the Maoists still exists?<\/span><\/b>\u00a0<\/span><\/h5>\n

Despite this apparent success, the core command structure of Maoists remains intact.\u00a0<\/span><\/p>\n

Earlier this year,\u00a0deadly Maoist attack on security forces in Chhattisgarh\u2019s Bastar region killed at least 22 jawans.\u00a0Elusive Maoist commanders like Madvi\u00a0Hidma\u00a0operate with small groups of committed fighters and draw on the support of remote tribal populations. <\/span><\/p>\n

They are active\u00a0in the deep forested areas of<\/span>\u00a0Bastar,\u00a0Bijapur, Dantewada,\u00a0Kanker,\u00a0Kondagaon,\u00a0Narayanpur\u00a0and\u00a0Sukma\u00a0districts of Chhattisgarh and adjoining areas of Maharashtra and Odisha.<\/span><\/b>\u00a0<\/span><\/p>\n

What are the recommendations to overcome the\u00a0Maoists violence?<\/span><\/b>\u00a0<\/span><\/h5>\n

First<\/em>,<\/span><\/b>\u00a0security operations\u00a0alone aren\u2019t enough to overcome this challenge. Development<\/strong> of remote affected areas along with targeting of Maoist money flow is key.\u00a0<\/span>\u00a0<\/span><\/p>\n

Second<\/em>,<\/span><\/b>\u00a0extremists\u00a0thrive on extortion in areas rich with minerals and minor forest produce like bamboo and tendu leaves. The latter alone account for revenues estimated at Rs 20,000 crore annually. Gram panchayats auction these forest products and Maoists pose as middlemen to get better prices from contractors and take a cut. Thus, the trade in minor forest produce needs a closer look<\/strong> in Maoist-affected areas to break the contractor-Maoist nexus.\u00a0<\/span>\u00a0<\/span><\/p>\n

Third<\/em>,<\/span><\/b>\u00a0it is poverty<\/strong> that sustains Maoists.\u00a0We need to work in these areas. <\/span><\/p>\n

A\u00a0sharp\u00a0security-development strategy<\/strong>\u00a0may end the Maoist menace.<\/span>\u00a0<\/span><\/p>\n
