A look at some of them.<\/p>\n<p><strong>What are some issues with the National Monetization Pipeline (NMP) project?<\/strong><\/p>\n<p>While the Niti Aayog has listed assets worth\u00a0<span class=\"webrupee\">\u20b9<\/span>6 trillion for the NMP, by its own estimate, it can only raise about\u00a0<span class=\"webrupee\">\u20b9<\/span>3.4 trillion in long-term asset leases.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright\" src=\"https:\/\/i0.wp.com\/images.livemint.com\/img\/2021\/09\/28\/original\/LSChart_1632844757789.png?resize=298%2C665&#038;ssl=1\" width=\"298\" height=\"665\" \/><span style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\"><strong>i). <\/strong>The remaining assets on the list are to be developed via public-private partnerships, where the private partner only invests in the asset. No payment accrues to the government.<\/span><\/p>\n<p><strong>ii). In the power transmission sector,<\/strong> the regulated tariff projects, part of the balance sheet of\u00a0Power Grid Corporation of India Ltd, will have to be de-merged first before being privatized, and may pose associated transaction overheads such as the continuation of the tax holiday on assets.<\/p>\n<p><strong>iii).<\/strong> The <strong>clean energy assets on sale<\/strong> are 3.5 gigawatts of plants owned by public sector units. The challenge here will be to sell assets at book value at a time when newer plants are being built at ever-falling tariffs.<\/p>\n<p><strong>iv). Banks are not enthusiastic about NMP<\/strong> and understandably so. At the height of the bad loan crisis in 2017 that brought banks to their knees, the infrastructure sector accounted for a quarter of all non-performing assets.<\/p>\n<p><strong>v). <\/strong>As per reports, the <strong>NMP is \u201caggressive&#8221; and \u201cover-ambitious<\/strong>&#8221; compared to the pace of privatization that India has so far been able to forge. For instance: In the past three years, a total of 1,408km of roads have been monetized.
