Introduction<\/span><\/b>\u00a0<\/span><\/h5>\n

Recently, the Labour Bureau has released the results of the All-India Quarterly Establishment-based Employment Survey (QES) for the first quarter of 2021 (April to June).<\/span> The Sixth Economic Census serves as the basis of the QES survey.<\/span><\/p>\n

The survey covers establishments employing 10 or more workers in the organised segment in nine sectors. These sectors account for 85% of the total employment in establishments employing 10 or more workers as per the Sixth Economic Census (EC).<\/p>\n

What are the key findings of this QES?<\/b><\/p>\n

Nearly 75% of the estimated establishments employing less than 40 workers\u00a0<\/span>\u00a0<\/span><\/p>\n

87.5%<\/span><\/b>\u00a0of the estimated workers were\u00a0<\/span>regular workers<\/span><\/b>\u00a0and just about 2.1%\u00a0(12.5% in construction) were casual\u00a0workers.<\/span>\u00a0<\/span><\/p>\n

Excluding health and financial services, around 24-35% of the establishments were operational from March 25 to June 30, 2020.<\/span><\/p>\n

66-86% of estimated\u00a0employees received\u00a0<\/span>full wages<\/span><\/b>\u00a0including\u00a0in the construction, trade\u00a0and hospitality industries.<\/span>\u00a0<\/span><\/p>\n

The report concedes a<\/span>\u00a0decline in the\u00a0share of female workers<\/span><\/b> from 31% in the Sixth EC to 29% in FQ2021.<\/span><\/p>\n

What can be inferred from the QES Data?<\/span><\/b><\/h5>\n

The<\/span>\u00a0overall growth rate<\/span><\/b>\u00a0is\u00a0<\/span>incongruent with macroeconomic factors<\/span><\/b>\u00a0and other\u00a0labour\u00a0market portrayals.<\/span>\u00a0<\/span><\/p>\n

The QES provides very broad employment figures \u2014 \u201c3 crores and 8 lakhs approximately\u201d for FQ-2021. But due to low employment demand, cost-minimising manufacturers the statistics in QES are arguable.<\/span><\/p>\n

What more could have been done for the report?<\/span><\/b>\u00a0<\/span><\/p>\n

At any rate,\u00a0the F12021 QES must be considered\u00a0as a starting point of the new data set\u00a0rather than as a continuum of the\u00a0Sixth EC as the Seventh EC would enable\u00a0sensible comparisons<\/strong>.<\/span>\u00a0<\/span><\/p>\n

Like the Sixth EC, it could have collected data on social aspects<\/strong> like caste and religion as the pandemic would have had differential impacts on the social statuses of workers.<\/span>\u00a0<\/span><\/p>\n

Instead of five segmented employment surveys (QEP’s), the Labour Bureau can put in place a high-frequency labour market information database<\/strong> like most advanced economies.<\/span>\u00a0<\/span><\/p>\n
