Introduction<\/span><\/b>\u00a0<\/span><\/h5>\n

At a meeting of G-20 countries, PM of India highlighted about the looming humanitarian crisis in Afghanistan. He also called for the international community to provide Afghanistan with immediate and unhindered access to humanitarian assistance.<\/span>\u00a0<\/span><\/b><\/p>\n

The meeting came as the UNHCR <\/span><\/b>published a new appeal for funds. The report states that <\/span>half the population<\/span><\/b> (more than 20 million people) is in <\/span>need of \u201clifesaving humanitarian assistance\u201d<\/span><\/b>, and\u00a0the UN has received only 35% of the funds<\/strong> needed for its\u00a0relief operations.<\/span>\u00a0<\/span><\/p>\n

What is the current financial situation of Afghanistan?<\/span><\/b>\u00a0<\/span><\/h5>\n

As a result of the Taliban takeover, most <\/span>direct aid <\/span><\/b>to the Afghan government has been <\/span>stopped<\/span><\/b>;\u00a0its<\/span> reserves have been frozen by the U.S<\/span><\/b>., making it impossible\u00a0for salaries to be paid.<\/span>\u00a0<\/span><\/p>\n

The Taliban government\u2019s refusal to allow women to work and its stopping girls from schooling have made the situation more problematic.<\/span>\u00a0<\/span><\/p>\n

As the recognition of the Taliban and any governmental engagement is still a long way off, the world is faced with a critical choice of ensuring that Afghanistan does not suffer further.<\/span>
\n<\/span><\/p>\n

What is the strategic ambiguity faced by India?<\/span><\/b>\u00a0<\/span><\/p>\n

Taliban took over of Afghanistan, with support from Pakistan while maintaining links with terror groups including those that target India. <\/span><\/p>\n

This leaves the Government in an ambiguous position of increasing engagement or sending aid directly to the new regime.<\/span>
\n<\/span><\/p>\n

How can India help?<\/span><\/b>\u00a0<\/span><\/p>\n

India could\u00a0contribute to international agencies<\/strong> that are working\u00a0with displaced Afghans, particularly for about one million\u00a0children at the risk of starvation.<\/span>\u00a0<\/span><\/p>\n

It could also help\u00a0Iran and the Central Asian states<\/strong> that are housing refugees\u00a0with monetary assistance.<\/span>\u00a0<\/span><\/p>\n

The Government could\u00a0also consider liberalising its visa regime for Afghans,<\/strong>\u00a0which at the moment has cancelled all prior visas to Afghan\u00a0nationals, and is releasing very few e-visas for Afghans\u00a0desperate to travel here.<\/span>\u00a0<\/span><\/p>\n

As a goodwill gesture,\u00a0India could once again send food aid<\/strong>, including wheat, grain, fortifi\u0090ed biscuits and other packaged food, directly\u00a0to Kabul<\/strong>.<\/span>\u00a0<\/span><\/p>\n

What is the way forward?<\/span><\/b><\/h5>\n

As pointed out by UN Secretary General this is a \u201cmake or break\u201d moment for the Afghan people. <\/span><\/p>\n

If the international community, which includes a regional leader like India, does not help in coming out of the unfolding humanitarian crisis, not only Afghans but also the rest of the world will pay a heavy price.<\/span>\u00a0<\/span><\/p>\n
