The Government of India has <\/span>prepared a comprehensive 60-point action plan following the Prime Minister\u2019s marathon meeting with secretaries of all departments and ministries.<\/span><\/p>\n

What are the key features of the 60 point action plan?<\/b><\/h5>\n

The plan is <\/span>targeted at specific ministries and departments and <\/span>mainly focuses on three areas. These areas are:\u00a0<\/span><\/p>\n

Leveraging IT and Technology for Governance<\/b><\/h6>\n

The action plan aims to do the following.<\/p>\n

-To streamline <\/span>disbursement of scholarships,<\/span><\/p>\n

-To bridge the digital divide for underprivileged students by developing indigenous tablets and laptops,<\/span><\/p>\n

-To digitize all land records by 2023 under the central database called \u2018Matribhumi<\/strong>.\u2019\u00a0<\/span><\/p>\n

Improve Business Climate<\/b><\/h6>\n

Under this, the action plan aims to,<\/p>\n

-Doing away completely with certain permissions and automatic notification of clearances,<\/span><\/p>\n

-Reducing the cost of starting a business in 10 sectors and bringing it on a par with Vietnam<\/strong> and Indonesia,<\/strong><\/span><\/p>\n

-Incentives to states for timely land acquisition and forest clearances,<\/span><\/p>\n

–One comprehensive Environment Management Act<\/strong> that subsumes various laws in the sector,<\/span><\/p>\n

-Using Geographic Information System<\/strong> (GIS) mapping for decision making to increase the country\u2019s GDP (Gross Domestic Product),<\/span><\/p>\n

-Pushing for jobs while negotiating trade pacts.<\/span><\/p>\n\n\n\n

\u200b\u200b<\/span>Upgrading the Civil Services<\/b><\/h6>\n

Under this, the action plan aims to do the following.<\/p>\n

-Training of offi<\/span>cers on various aspects of infrastructure in both the Centre and states,\u00a0<\/span><\/p>\n

-Performance-based working, clear and specific targets for ministries and departments just like that for public sector undertakings,\u00a0<\/span><\/p>\n

-Institutional mechanisms for addressing issues of states given their limited capacities,<\/span><\/p>\n

-Departments and ministries can borrow from successes achieved by others. For instance, the Department of Sports has been asked to adopt the Odisha model<\/strong> for the promotion of sports at a national level.<\/span><\/p>\n

Other Key Features of the Action Plan<\/b><\/h5>\n

Niti Aayog<\/strong> to target poverty eradication within five years.\u00a0<\/span><\/p>\n

Ministry of Housing and Urban Affairs<\/strong> to plan residential facilities for service staff engaged in construction to prevent the formation of slums.\u00a0<\/span><\/p>\n

To use Aadhaar for bringing together beneficiary oriented schemes of different ministries<\/span><\/p>\n
