Source: The Hindu<\/figcaption><\/figure>\nPresently, the registration of births and deaths is done by the local registrar appointed by States.<\/span><\/p>\nBut the Centre has now proposed to insert Section 3A in the <\/span>Registration of Births and Deaths Act (RBD), 1969.<\/span><\/p>\nAs per this amendment, the Chief Registrar (appointed by the States) would maintain a unified database <\/span>of births and deaths <\/span>at the State level and integrate it with the data at the \u201cnational level\u201d maintained by the Registrar General of India<\/strong>(RGI). This will imply that the Centre will be a parallel repository of data.<\/span><\/p>\nThe database can then be used by the Registrar General with the approval of the Central government to update the\u00a0<\/span><\/p>\n\n- Population Register prepared under the Citizenship Act, 1955;<\/a>\u00a0<\/span><\/li>\n
- Electoral registers or electoral rolls prepared under the Representation of the People Act, 1951<\/a>;\u00a0<\/span><\/li>\n
- Aadhaar database prepared under the Aadhaar Act, 2016<\/a>;\u00a0<\/span><\/li>\n
- Ration card database prepared under the National Food Security Act, 2013<\/a>;\u00a0<\/span><\/li>\n
- Passport database prepared under the Passport Act<\/a> and\u00a0<\/span><\/li>\n
- Other databases at the national level subject.<\/span><\/li>\n<\/ul>\n
What is the significance of this amendment?<\/b><\/h5>\n
If the amendments are implemented, the Centre could use the data to update the <\/span>National Population Register (NPR),<\/span><\/a> first prepared in 2010 and revised through door-to-door enumeration in 2015.\u00a0<\/span><\/p>\nNote: <\/b>As per\u00a0Citizenship Rules, 2003, NPR is the first step towards the creation of the National Register of Citizens<\/a> (NRC)<\/span>.<\/span><\/p>\nAbout the other amendments proposed?<\/b><\/h5>\n
