{"id":148327,"date":"2021-11-23T20:46:07","date_gmt":"2021-11-23T15:16:07","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=148327"},"modified":"2021-11-23T20:46:07","modified_gmt":"2021-11-23T15:16:07","slug":"climate-justice-must-drive-climate-action","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/climate-justice-must-drive-climate-action\/","title":{"rendered":"Climate justice must drive climate action"},"content":{"rendered":"\n<p><strong>News: <\/strong>Big emitters must reconsider their stated net-zero date and specify a credible action plan.<\/p>\n<h5>Important elements of a disaster response<\/h5>\n<p><span class=\"p-content paywall\">There are four elements in the response to any disaster that are important \u2014<\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211;<\/strong> The credibility of the warning<\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211;<\/strong> A shared sense of emergency<br \/>\n<\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211;<\/strong> A social and political norm of joint responsibility<\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211;<\/strong> A higher authority capable of enforcing restraint and liability on those most responsible for the risk<\/span><\/p>\n<p>The biggest natural disaster of our times is &#8211; climate change.<\/p>\n<h5><span class=\"p-content paywall\">How have UNFCCC &amp; IPCC fared in terms of the four elements of response wrt climate change?<\/span><\/h5>\n<p><strong>Credibility of warning<\/strong>: <span class=\"p-content paywall\">Each of the five assessments by IPCC and early indications of the sixth assessment have strengthened the scientific consensus on the facts and the projections. The IPCC reports have certainly raised awareness not just in scientific circles, but also among the public, particularly young people. Doubts about their reliability are now limited to fringe groups.<\/span><\/p>\n<p><strong>Shared sense of emergency<\/strong>: As most drastic consequences of the climate change will be witnessed in the future, so decision-making at global scale is still limited to short-term considerations. <span class=\"p-content paywall\">This absence of a sense of emergency can be seen in the casual and indifferent declarations of net-zero emissions decades ahead.<\/span><\/p>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><strong>Must Read: <a href=\"https:\/\/forumias.com\/blog\/glasgow-climate-pact-cop26-outcomes-explained-pointwise\/\"><strong><span style=\"color: #0000ff;\">Glasgow Climate Pact &#8211; Explained, pointwise<\/span><\/strong><\/a><\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>Joint responsibility<\/strong>: This is reflected in the principle of<span class=\"p-content paywall\"> common but differentiated responsibility (CBDR). But here also the problem is that the principles of climate justice that should govern the differentiation of responsibility have never been framed.\u00a0 <strong>Differentiation by capacity<\/strong> <em>(as per a nation&#8217;s capacity)<\/em> is now more widely accepted even in rich countries. However, unless the issue of <strong>differentiation by culpability<\/strong> <em>(as per a nation&#8217;s responsibility\/liability)<\/em> is adequately resolved, countries will hold back on their commitments.<\/span><\/p>\n<p><strong>Higher authority<\/strong>: <span class=\"p-content paywall\">This is entirely missing in the global climate response process. Presently, we rely on the voluntary acceptance of liability by those responsible for the greater part of the accumulation of greenhouse gases. <\/span><\/p>\n<h5><strong>What are the implications?<\/strong><\/h5>\n<p><span class=\"p-content paywall\">The climate process is now driven largely by narrow national interests. The past is ignored altogether in the process.<br \/>\n<\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>Emergence of a three-part power structure in the climate negotiations<\/strong>: <\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211; The first part<\/strong> includes the two big emitters, <strong>China<\/strong> and the <strong>US<\/strong>, whose participation is a pre-condition for an effective agreement. This G-2 dimension is now clearly evident in the separate agreement that these two countries presented before and during the 2015 Paris COP meeting and the 2021 Glasgow COP meeting. <\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211; The second part<\/strong> consists of <strong>18-20 countries<\/strong>, each one of which accounts for 1% or more of the global carbon emissions<\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211; The third part<\/strong> consists of about <strong>180 countries<\/strong> that are at the receiving end of what the big players decide.<br \/>\n<\/span><\/p>\n<h5>What is the way forward?<\/h5>\n<p><span class=\"p-content paywall\">As per <em>Nitin Desai (Business Standard)<\/em><strong>,<br \/>\n<\/strong><\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211; Climate dharma<\/strong>: A consensus on the principles of climate justice that would define each country\u2019s and each individual\u2019s duty is needed.<br \/>\n<\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211; Carbon-saving technologies<\/strong> may also help<\/span><\/p>\n<p><span class=\"p-content paywall\">&#8211; Most big emitters should <strong>bring forward their net-zero target dates<\/strong> and specify a credible action plan from now onwards at the 2022 COP meeting. <\/span><\/p>\n<p><span class=\"p-content paywall\">&#8211; An <strong>independent national mechanism<\/strong> in every country for ensuring credibility and accountability<br \/>\n<\/span><\/p>\n<p><strong>Source<\/strong>: This post is based on the article \u201c<strong>Climate justice must drive climate action<\/strong>\u201d published in <strong>Business Standard<\/strong> on <strong>22nd Nov 2021.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>News: Big emitters must reconsider their stated net-zero date and specify a credible action plan.
