{"id":149803,"date":"2021-11-30T20:23:45","date_gmt":"2021-11-30T14:53:45","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=149803"},"modified":"2021-11-30T20:24:46","modified_gmt":"2021-11-30T14:54:46","slug":"per-capita-out-of-pocket-health-expenditure-sees-decline-report","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/per-capita-out-of-pocket-health-expenditure-sees-decline-report\/","title":{"rendered":"Per capita out-of-pocket health expenditure sees decline: report"},"content":{"rendered":"\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The Ministry of Health and Family Welfare has released the <\/span><span style=\"font-weight: 400;\">National Health Accounts Report for 2017-18.<\/span><\/p>\n<h5><b>About the National Health Accounts Report<\/b><\/h5>\n<p><b>Produced by:<\/b><span style=\"font-weight: 400;\"> National Health Systems Resource Centre (It is designated as National Health Accounts Technical Secretariat in 2014 by the Health Ministry).\u00a0<\/span><\/p>\n<p><b>Source of Data: <\/b><span style=\"font-weight: 400;\">The report was prepared by using an accounting framework based on the internationally accepted System of Health Accounts 2011 provided by the World Health Organization.<\/span><\/p>\n<h5><b>What are the key findings of the report?<\/b><\/h5>\n<p><b>Government Expenditure on Healthcare<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The share of government expenditure on healthcare has increased to 1.35% of GDP in 2017-18 from 1.15% in 2013-14.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In per capita terms, the Government health expenditure has increased from \u20b91,042 to \u20b91,753 between 2013-14 to 2017-18.<\/span><\/p>\n<p><b>Out of Pocket Expenditure on Health<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Out-of-pocket expenditure (OOPE) as a share of total health expenditure has come down to 48.8% in 2017-18 from 64.2% in 2013-14.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The per capita out-of-pocket expenditure has declined to Rs 2,097 in 2017-18 from 2,336 in 2013-14.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government has attributed the fall in out-of-pocket expenditure to the increased utilisation of government health facilities and reduction in the cost of services at these facilities.\u00a0<\/span><\/p>\n<p><b>Foreign Aid to Health<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The share of foreign aid for health declined to 0.5% from 0.6% the previous year, which the government attributes to India\u2019s economic self-reliance.<\/span><\/p>\n<p><b>Primary Health Care<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The share of primary healthcare in the current government expenditure has increased to 54.7% in 2017-18 from 51.1% in 2013.14.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The primary and secondary health care together accounted for 86% of the government health expenditure in 2017-18 up from 75% in 2016-17.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In contrast, the share of primary and secondary care in the private sector has declined from 84% to 74%, while that of tertiary care increased.<\/span><\/p>\n<p><b>Source: <\/b><b>This post is based on the article \u201c<\/b><b>Per capita out-of-pocket health expenditure sees decline: report<\/b><b>\u201d <\/b>published in <b>The Hindu <\/b>on <b>30th November 2021.<\/b><\/p>\n","protected":false},"excerpt":{"rendered":"<p>What is the News?
