{"id":150389,"date":"2021-12-02T20:13:26","date_gmt":"2021-12-02T14:43:26","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=150389"},"modified":"2021-12-11T17:19:34","modified_gmt":"2021-12-11T11:49:34","slug":"sc-pushes-for-council-on-judicial-infrastructure","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/sc-pushes-for-council-on-judicial-infrastructure\/","title":{"rendered":"SC pushes for council on judicial infrastructure"},"content":{"rendered":"\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The Chief Justice of India has proposed the establishment of the National Judicial Infrastructure Corporation to uniformly improve judicial facilities and access to justice.<\/span><\/p>\n<h5><b>What is the status of the Judicial Infrastructure in India?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">An <\/span><span style=\"font-weight: 400;\">all-India survey was conducted by the Chief Justice of India\u2019s office to know the <\/span><span style=\"font-weight: 400;\">status of the Judicial Infrastructure in Trial Courts.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the survey, only <\/span><span style=\"font-weight: 400;\">27% of courtrooms in the subordinate judiciary have computers on judges&#8217; dias while there are still 10% of courts that do not have access to proper internet facilities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moreover, 22% of trial court complexes do not have any toilet facilities for women, while 16% don\u2019t have such a facility for men either.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, there are 620 court complexes that still operate from rented premises and only 54% of the total complexes have basic medical facilities.<\/span><\/p>\n<h5><b>What is the reason behind judicial infrastructure lag?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">To develop judicial infrastructure, funds are extended by the central government and states under the Centrally-Sponsored Scheme for Development of Judiciary Infrastructure which began in 1993.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the scheme, the ratio of fund sharing between the Centre and state is 60:40 for all states except those in the Northeast and the Himalayan region where it is 90:10.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, states do not come forward with their share of funds and consequently, money allocated under the scheme is often left unspent with them and lapses.<\/span><\/p>\n<h5><b>What is the solution, then?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">CJI has<\/span><span style=\"font-weight: 400;\"> proposed the establishment of the <strong>National Judicial Infrastructure Corporation(NJIC)<\/strong>.
