News<\/b>\u00a0–\u00a0Karnataka Government\u00a0has submitted its opposition to\u00a0the Centre\u00a0against\u00a0the Kasturirangan Committee report as it can adversely affect the livelihood of people in the region.\u00a0<\/span><\/p>\n

What are the important recommendations under the report?<\/b>\u00a0<\/span><\/p>\n

    \n
  1. a)It\u00a0proposes\u00a037 percent of the total area of<\/b>\u00a0Western Ghat<\/a><\/u> be\u00a0declared as\u00a0Eco-Sensitive\u00a0Area (ESA).<\/b>\u00a0<\/span><\/li>\n<\/ol>\n

    (Eco-Sensitive Zones<\/b> (ESZs) are notified by the Ministry of Environment, forest and climate change, MoEFCC) around protected areas. These are declared under Environment (Protection) Act, 1986. The purpose of declaring ESZs is to create some kind of “shock absorbers” to the protected areas by regulating and managing the activities around such areas. They also act as a transition zone from areas of high protection to areas involving lesser protection)\u00a0<\/span><\/p>\n

      \n
    1. b)It recommended a blanket ban on mining, quarrying, setting up of red category industries<\/b>\u00a0and thermal power projects.\u00a0<\/span><\/li>\n<\/ol>\n

      What are the concerns regarding report implementation<\/b>\u00a0<\/span><\/p>\n

      Some States are of concern that it may lead to;<\/b>\u00a0<\/span><\/p>\n

      -Loss of\u00a0livelihood for people\u00a0<\/b>dependent on forest resources.\u00a0<\/span><\/p>\n

      –displacement\u00a0of\u00a0locals.<\/b>\u00a0<\/span><\/p>\n

      What will be the implications if the recommendations are not implemented<\/b>\u00a0<\/span><\/p>\n

      Climate change<\/b> has grave repercussions for all the globe and especially India, thus, it is prudent that governments accept these recommendations.<\/b>\u00a0Otherwise,\u00a0it can lead to not just an\u00a0ecological loss but also an economic one, a<\/b>s\u00a0the cost of conserving these ecosystems will be much lower than their restoration and rejuvenation. State governments should\u00a0focus on long-term benefits.<\/b>\u00a0<\/span><\/p>\n

      What is the way forward?<\/b>\u00a0<\/span><\/p>\n

      Central Government can firstly focus\u00a0on the implementation of clauses that have wide acceptability<\/b> and then engage in a\u00a0consultative process with all stakeholders<\/b> on other\u00a0recommendations of the\u00a0report,\u00a0that are a cause of concern.\u00a0<\/span><\/p>\n
