What\u00a0is stubble burning-\u00a0<\/b>\u00a0<\/span><\/p>\n

Stubble burning<\/span><\/b>\u00a0is the practice of\u00a0<\/span><\/span>intentionally setting fire to the straw\u00a0<\/b>stubble<\/b><\/a>\u00a0that remains after grains, such as rice and wheat, have been harvested. Farmers resort to the practice due to the limited time they have between the harvesting of kharif paddy and sowing of the rabi wheat. They find it\u00a0cost-effective and quick<\/b>.\u00a0<\/span><\/p>\n

What\u00a0are the drawbacks of this method<\/span><\/b>\u00a0<\/span><\/p>\n

    \n
  1. a) It is also one of the\u00a0key causes for pollution in North India<\/b>specially in winter season.<\/span><\/li>\n
  2. b) It\u00a0reduces soil fertility<\/b>in the long run.<\/span><\/li>\n<\/ol>\n

    Government\u00a0Initiatives\u00a0against stubble burning\u00a0and their effectiveness<\/b>\u00a0<\/span><\/p>\n

    –Ministry of Power<\/b>\u00a0has\u00a0made\u00a0biomass pellets mandatory in some coal-fired thermal power plants that would\u00a0utilise\u00a0the agricultural waste<\/b>\u00a0usually burnt by farmers.\u00a0<\/span><\/p>\n

    –<\/b>Crop residue management<\/b>\u00a0machinery has been supplied to farmers<\/b>. However, reports suggest low\u00a0utilisation\u00a0as farmers perceive the purchase or rent of such machineries to be an additional expense.\u00a0Farmers prefer ex-situ management of crop residue<\/b>\u00a0through equipment such as balers as opposed to in-situ machinery.\u00a0\u00a0<\/span><\/p>\n

    Although Government efforts have given some positive outcomes but these are mainly short lived and also need a comprehensive approach to significantly reduce stubble burning.\u00a0<\/span><\/p>\n

    What is the way forward \u2013<\/b>\u00a0<\/span><\/p>\n

    -Awareness generation and trust building exercises<\/b>\u00a0should be undertaken with the support of local civil society\u00a0organisations.\u00a0<\/span><\/p>\n

    –<\/b>As Stubble burning is fairly concentrated in regions within states so a\u00a0targeted and cluster-based approach\u00a0<\/b>can be undertaken.\u00a0Districts with a higher number of\u00a0stubble\u00a0burning incidents\u00a0can be\u00a0identified\u00a0and concentrated upon.\u00a0<\/span><\/p>\n

    –Introduction of a dynamic monitoring system<\/b>, which maps stubble burning events to beneficiaries of the schemes.\u00a0<\/span><\/p>\n

    –Ex-situ management of crop residue<\/b>\u00a0can also be explored under the schemes covering products such\u00a0as bales and pellets for biomass power generation and supplementary feedstock in coal-fired power plants.<\/b>\u00a0<\/span><\/p>\n
