Worker Population\u00a0Ratio\u00a0(WPR), Labour Force Participation\u00a0Rate\u00a0(LFPR), Unemployment Rate)\u00a0<b>quarterly\u00a0<\/b><b>for the\u00a0<\/b><b>urban areas only<\/b>\u00a0in\u00a0<b>the \u2018Current Weekly Status\u2019 (CWS<\/b>).\u00a0b)\u00a0To estimate employment and unemployment indicators\u00a0<b>in both \u2018Usual\u00a0Status\u2019and\u00a0CWS in both\u00a0<\/b><b>rural and urban\u00a0<\/b><b>areas\u00a0<\/b><b>annually<\/b><b>.<\/b>\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><b>What current data shows<\/b>\u00a0\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">Although the\u00a0<b>unemployment rate is same for men for both\u00a0quarters\u00a0<\/b>(pre covid and 2021 first\u00a0quarter)\u00a0<b>but\u00a0it\u00a0has increased\u00a0for women\u00a0compared to last quarter<\/b>.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">Higher\u00a0unemployment rate in the recent report again shows that women bore the brunt of economic and social fallout caused by the pandemic.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><b>Low\u00a0LFPR for Women can have four key explanations<\/b>\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">1)\u00a0<b>Rising educational enrolment<\/b>\u00a0of young women-India has made considerable progress in increasing access to education for girls.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">2)\u00a0<b>lack of employment opportunities<\/b>&#8211; the nature of economic growth in the country has meant that jobs were not created in large numbers in sectors that could readily absorb women, especially for those in rural areas.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">3)\u00a0<b>Effect of household income on participation<\/b>-Despite inadequate job creation, household incomes did rise, which potentially reduced women\u2019s participation, especially in subsidiary activities (\u201cincome effect\u201d) due to change in preferences.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">4)\u00a0<b>Measurement<\/b>&#8211; Finally, though most women in India work and contribute to the economy in one form or another, much of their work is not documented or accounted for in official statistics, and thus women\u2019s work tends to be under-reported.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><b>What is the Way forward<\/b>\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">This Problem requires a\u00a0<b>comprehensive approach<\/b>\u00a0to improving\u00a0labour\u00a0market outcomes for women through\u00a0improving access to education and training programs,\u00a0maternity protection, along with the promotion of a pattern of growth that creates job opportunities.\u00a0<\/span><\/p>\n<ol>\n<li><span style=\"color: #000000;\"><b>How are LFPR and WPR defined (Focus should be on constituents of formula and not the whole formula as such)<\/b><\/span><\/li>\n<\/ol>\n<p><span style=\"color: #000000;\">-LFPR\u00a0(%) = (Persons employed + persons unemployed x\u00a0100)\u00a0\/\u00a0(Working-age population)\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">-Worker Population Ratio-(WPR)\u00a0=\u00a0No. of employed persons x 1000\u00a0\/Total population.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><b>Source<\/b>&#8211;\u00a0This post is based on the article \u201c<b>What PLFS tells us about India\u00a0labour\u00a0market<\/b>\u201d published in\u00a0<b>Livemint\u00a0<\/b>on<b>\u00a08<\/b><b>th<\/b><b>\u00a0Dec 2021<\/b>.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>News&#8211; Periodic\u00a0Labour\u00a0force survey (PLFS) data shows that\u00a0the\u00a0unemployment rate\u00a0is\u00a0close to pre-covid levels that\u00a0as was\u00a0in\u00a0the\u00a0year 2020.\u00a0 What is PLFS\u00a0\u00a0 It was launched by\u00a0National statistical office (NSO).\u00a0 It\u00a0has two objectives\u00a0-a)\u00a0To estimate the key employment and unemployment indicators (viz.
