News<\/span><\/b>– How Removal of LPG subsidy and subsequent Price rise is affecting the air pollution and its wider acceptance in low income and rural households.<\/span>\u00a0<\/span><\/p>\n

As Per the India residential energy survey (IRES),\u00a0<\/span>LPG<\/span><\/b>\u00a0<\/span>has now replaced\u00a0<\/span>biomass as the most common cooking fuel<\/span><\/i><\/b>.<\/span><\/i>\u00a0Nearly 85 percent of Indian households have\u00a0an\u00a0LPG connection Compared to only 30 percent a decade back. This reversal of trends can be attributed to the\u00a0<\/span>success of\u00a0<\/span><\/i><\/b>Ujjwala<\/span><\/i><\/b><\/a>, Consumption linked subsidies,\u00a0and gradual strengthening of LPG distributorship<\/span><\/i><\/b>. Under the Pradhan Mantri Ujjwala yojana,\u00a0the government distributed more than 80 million subsidized LPG connections.\u00a0<\/span>Recently\u00a0<\/span><\/i>Ujjwala 2.0<\/span><\/i><\/b>\u00a0was launched<\/span><\/i>\u00a0to distribute 10 million free LPG connections\u00a0which\u00a0<\/span>shows the government\u2019s commitment and vision<\/span><\/b>\u00a0<\/span>to promote clean cooking fuel.<\/span>\u00a0<\/span><\/p>\n

However,\u00a0the\u00a0<\/span>battle is only half won as around 30 percent of households still rely on biomass as their primary cooking fuel. <\/span><\/b>If the removal of LPG subsidy is continued it can further worsen the situation.<\/span>\u00a0<\/span><\/p>\n

What we need to do as a country to move needle further and to sustain country momentum on clean cooking energy access and thereby cleaner fuel for all.<\/span><\/b>\u00a0<\/span><\/p>\n

  1. Reinstating LPG subsidies for\u00a0low-income\u00a0households<\/span><\/b>\u00a0-At the current refill prices,\u00a0an average Indian household needs to spend\u00a0<\/span>at least\u00a010 percent of monthly income on LPG to meet its all cooking needs<\/span><\/b>.<\/span>\u00a0This becomes much more important when one factors\u00a0<\/span>the loss of livelihood and income due to pandemic.<\/span>\u00a0<\/span><\/li>\n
  2. Government can reduce the number of beneficiaries<\/span><\/b>\u00a0and thereby overall cost. It can be done by\u00a0various methods such\u00a0<\/span>as fixing an income cap on<\/span><\/b>\u00a0<\/span>who can get subsidy or giving subsidy to only those who got their connections through Ujjwala scheme.<\/span>\u00a0<\/span><\/li>\n
  3. Strengthening LPG supply chain<\/span><\/b>\u00a0\u2013 Around half of rural population has to travel faraway to procure LPG cylinder, urban slum pockets also face gaps in doorstep delivery. Plugging these loopholes is very important to<\/span>\u00a0<\/span>boost timely availability of LPG for all households in all parts of country.<\/span><\/b>\u00a0<\/span><\/b>\u00a0<\/span><\/li>\n
  4. Creating a new market for locally available biomass<\/span><\/b>– Government needs to pilot initiatives that prevent use of biomass in\u00a0<\/span>decentralized processing units<\/span><\/b>\u00a0<\/span>that process that manufacture briquettes and pellets. Similarly,\u00a0households can be incentivized to\u00a0<\/span>supply locally available biomass like stubble,\u00a0dung cakes<\/span><\/b>\u00a0<\/span>to compressed bio-gas\u00a0plants\u00a0(CBG) set up<\/span>\u00a0<\/span><\/i>under\u00a0SATAT(sustainable alternative towards affordable transportation) scheme<\/span><\/i><\/b>.<\/span><\/b>\u00a0<\/span>This would enhance local income and livelihood opportunities and also will promote regular LPG use.<\/span>\u00a0<\/span><\/li>\n<\/ol>\n
