Kerala Governor has written a <\/span>letter to the Kerala Chief Minister expressing his desire to step down as Chancellor, alleging political interference in the universities.\u00a0<\/span><\/p>\n The governor of the state is the ex-officio chancellor of the universities<\/strong> in that state. As the chancellor, he <\/span>presides over the university convocation and also appoints the Vice-Chancellor.<\/span><\/p>\n But the Governor\u2019s exact power as the Chancellor are laid out in the statutes that govern the universities under a particular state government.<\/span><\/p>\n For example: <\/b>In Kerala, the Governor\u2019s official portal states that as Chancellor, he acts independently of the Council of Ministers and takes his own decisions on all University matters.<\/span><\/p>\n On the other hand, the website of Rajasthan\u2019s Raj Bhawan states that the Governor appoints the Vice Chancellor on the advice\/ in consultation with the State Government.<\/span><\/p>\n Under the Central Universities Act, 2009, the President of India shall be the Visitor<\/strong> of a central university.\u00a0\u00a0<\/span><\/p>\n With their role limited to presiding over convocations, Chancellors in central universities\u00a0 are appointed by the President<\/strong> in his capacity as Visitor.\u00a0<\/span><\/p>\n The VCs too are appointed by the Visitor<\/strong> from panels of names picked by search and selection committees formed by the Union government.\u00a0<\/span><\/p>\n The President<\/strong>, as the Visitor, also has the right to authorise inspections of academic and non-academic aspects<\/strong> of the universities and also to institute inquiries.<\/span><\/p>\n Source:<\/b> This post is based on the article <\/span>\u201c<\/b>Kerala row and beyond: Governor\u2019s role in state, central universities<\/b>\u201d<\/b> published in<\/span> Indian Express <\/b>on 13th<\/sup> Dec 2021.<\/b><\/p>\n","protected":false},"excerpt":{"rendered":" What is the news?
