What has been the scene in Internal security landscape since the 2001 attack on parliament\u00a0<\/span><\/b>\u00a0<\/span><\/p>\n

Despite the innovations and improvements\u00a0in intelligence infrastructure\u00a0there have been several terrorist\u00a0attack\u00a0on India since the 2001 attack like\u00a02008 Mumbai attacks, Uri, Pathankot attack, 2019\u00a0pulwana\u00a0strike, Chinese incursions in Ladakh and many more.\u00a0<\/span>\u00a0<\/span><\/p>\n

How can India improve its situation<\/span><\/b>\u00a0<\/span><\/p>\n

  1. Most of the times government responds to\u00a0terrorist\u00a0attacks with immediate retaliatory measures\u00a0which have short shelf life.\u00a0Example- Operation Parakram after the parliament attack.\u00a0However\u00a0what is needed is a\u00a0<\/span>clear political strategy<\/span><\/b>\u00a0<\/span><\/li>\n
  2. Strong\u00a0<\/span>hard power capability<\/span><\/b>.\u00a0Example-\u00a0Israel\u00a0<\/span>conveys its firm anti-terrorism stand by having a robust intelligence gathering mechanism and social media messaging.<\/span>\u00a0<\/span><\/li>\n
  3. A social environment<\/span><\/b>\u00a0needs to be created which does not give impetus to such activities.\u00a0<\/span>Adversaries can take advantage of unstable social\u00a0environment.(discord)<\/span><\/b>\u00a0<\/span><\/li>\n
  4. India needs to undertake\u00a0<\/span>reform of its intelligence infrastructure<\/span><\/b>\u00a0and there is also pressing need\u00a0<\/span>for robust intelligence gathering\u00a0mechanism<\/span><\/b>\u00a0.<\/span>\u00a0<\/span><\/li>\n
  5. There\u00a0<\/span>is need to fix accountability<\/span><\/b>\u00a0given that there\u00a0are\u00a0<\/span>plethora of intelligence<\/span><\/b>\u00a0<\/span>agencies<\/span><\/b>\u00a0in India and they have often\u00a0<\/span>overlapping\u00a0functions<\/span><\/b>.<\/span>\u00a0<\/span><\/li>\n
  6. India\u2019s efforts at reforming its security architecture and processes have historically been\u00a0<\/span>reactive, piecemeal and only incremental rather than holistic<\/span><\/b>. For example, in the aftermath of the\u00a0kargil\u00a0War with Pakistan in 1999.<\/span>\u00a0<\/span><\/li>\n<\/ol>\n

    India needs to undertake\u00a0<\/span>proactive reforms<\/span><\/b>\u00a0and not just implement corrective measures subsequent to these crises.<\/span>\u00a0<\/span><\/p>\n
