{"id":153218,"date":"2021-12-14T19:01:33","date_gmt":"2021-12-14T13:31:33","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=153218"},"modified":"2021-12-14T19:01:33","modified_gmt":"2021-12-14T13:31:33","slug":"centres-new-incentive-scheme-for-states-to-achieve-their-targets-and-become-eligible-for-incremental-borrowing","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/centres-new-incentive-scheme-for-states-to-achieve-their-targets-and-become-eligible-for-incremental-borrowing\/","title":{"rendered":"Centre\u2019s new incentive scheme for States to achieve their targets and become eligible for incremental borrowing"},"content":{"rendered":"\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The Finance Ministry had\u00a0announced a new incentive scheme for States that could achieve their targets and become eligible for incremental borrowing.<\/span><\/p>\n<h5><b>What is the Incentive Scheme for States to become eligible for incremental borrowing?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Under the scheme, out of the Net Borrowing Ceiling(NBC) of 4% of GSDP for the States for 2021-22, 0.50% of GSDP was earmarked for incremental capital expenditure to be incurred by the States during 2021-22.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The target for incremental capital expenditure for each state to qualify for this incremental borrowing was fixed.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As per the targets, States were required to achieve at least 15% of the <\/span><span style=\"font-weight: 400;\">specified capital expenditure <\/span><span style=\"font-weight: 400;\">target for 2021-22 by the end of 1st quarter of 2021-22, 45% by the end of 2nd quarter, 70%\u00a0 by the end of 3rd quarter and 100% by 31st March 2022.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This earmarking for incremental capital expenditure has been done because the capital expenditure has a high multiplier effect, enhances the future productive capacity of the economy, and results in a higher rate of economic growth.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the first quarter, only 11 states had achieved the target, and hence they were granted additional borrowing permission.<\/span><\/p>\n<h5><b>Why do states need the centre\u2019s permission while borrowing?\u00a0<\/b><\/h5>\n<p><b>Article 293(3) of the Constitution states that <\/b><span style=\"font-weight: 400;\">\u201cA State may not without the consent of the Government of India raise any loan if there is still outstanding any part of a loan which has been made to the State by the Government of India or by its predecessor Government or in respect of which guarantee has been given by the Government of India or its predecessor Government\u201d.<\/span><\/p>\n<p><b>Article 293(4) says that the <\/b><span style=\"font-weight: 400;\">\u201cconsent under clause (3) may be granted subject to such conditions as the Government of India may think fit to impose\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since, every single state is currently indebted to the Centre and thus, <\/span><b>all of them require the Centre\u2019s consent in order to borrow.<\/b><\/p>\n<p><b>Source<\/b><span style=\"font-weight: 400;\">: This post is based on the article <\/span><b>\u201c<\/b><b>Centre\u2019s new incentive scheme for States to achieve their targets and become eligible for incremental borrowing<\/b><b>\u201d<\/b><span style=\"font-weight: 400;\"> published in<\/span><b> PIB <\/b>on <b>13th Dec 2021.<\/b><\/p>\n","protected":false},"excerpt":{"rendered":"<p>What is the News?
