News:\u00a0<\/span><\/b>Government has recently said in Lok Sabha that it has achieved the target of abolishing manual scavenging.<\/span>\u00a0<\/span><\/p>\n

What are the issues with these\u00a0claims?<\/span><\/b>\u00a0<\/span><\/h5>\n

Bonded\u00a0labour:<\/span><\/b>\u00a0There are large number of manual scavengers who are even employed as bonded\u00a0labourers\u00a0in the states like Jharkhand, Maharashtra, Odisha, Tripura and Bihar,\u00a0UP.<\/span>\u00a0<\/span><\/p>\n

Child Labour:<\/span><\/b>\u00a0Manual scavenging is one of the largest employers of children in India just like the agricultural sector. However,\u00a0the\u00a0point of concern here is that 97 percent of all these children belong to scheduled castes,\u00a0engaged in direct scavenging; cleaning railway track, septic tank cleaning.<\/span>\u00a0<\/span><\/p>\n

This is very dangerous as sanitation workers below 16 are also twice more susceptible to be forced to work from time to time as manual scavengers<\/span>.<\/span>\u00a0<\/span><\/p>\n

Covid pandemic impact:<\/span><\/b>\u00a0Since the novel coronavirus disease (COVID-19) pandemic struck construction of dry latrines has been very rampant specially in states like Bihar and Uttar Pradesh.<\/span>\u00a0<\/span><\/p>\n

These new\u00a0constructions,\u00a0being out of surveillance radar,\u00a0become the hotbed for illegal practices like Child\u00a0labour\u00a0and forced\u00a0labour.\u00a0<\/span>\u00a0<\/span><\/p>\n

What corrective steps need to be taken<\/span><\/b>\u00a0<\/span><\/h5>\n

1)\u00a0Categorization-<\/span><\/b>Government needs\u00a0<\/span>to distinguish between \u201cmanual scavenging<\/span><\/b>\u00a0(which is a caste-based practice of people cleaning human excreta by hand)\u00a0<\/span>and the practice of cleaning sewers and septic tanks<\/span><\/b>. So that proper rehabilitation measures can be provided to them.<\/span>\u00a0<\/span><\/p>\n

2)\u00a0Proper Implementation of existing laws and schemes –<\/span><\/b>Even after\u00a0<\/span>Prohibition of Employment as Manual Scavengers and their Rehabilitation<\/span><\/b>\u00a0act PEMSR Act, 2013<\/span><\/b>\u00a0there are more than 1.4 million dry latrines in India.<\/span>\u00a0<\/span><\/p>\n

More than 1.5 million manual scavengers are still not identified under it. In case any casualty, their families will not even get proper compensation.<\/span>\u00a0<\/span><\/p>\n

To solve this government may use identified manual scavenger to\u00a0recognise\u00a0other unidentified manual scavengers living in their settlement areas.<\/span>\u00a0<\/span><\/p>\n

Over 40 per cent of the manual scavengers have not received any form of one-time cash assistance (OTCA) under\u00a0<\/span>Self-Employment\u00a0<\/span><\/b>Scheme<\/span><\/i><\/b>\u00a0for\u00a0<\/span><\/b>Rehabilitation of Manual Scavengers<\/span><\/b><\/a>\u00a0(SRMS).<\/span><\/b>\u00a0<\/span><\/p>\n

3)\u00a0New initiatives\u00a0–<\/span><\/b>Government needs to see how the problem of manual scavengers working forcefully as bonded\u00a0labour\u00a0can be tackled through new\u00a0labour\u00a0code.<\/span>\u00a0<\/span><\/p>\n
