A push to ban them is growing"},"content":{"rendered":"\n<h5><b>What is the news?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">For the first time, a majority of the 125 nations that belong to an agreement called the <strong>Convention on Certain Conventional Weapons<\/strong> said that they wanted curbs on killer robots. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">But they were opposed by members that are developing these weapons, most notably the United States and Russia.<\/span><\/p>\n<h5><b>What is the Convention on Certain Conventional Weapons?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The <\/span><span style=\"font-weight: 400;\">United Nations<\/span> <span style=\"font-weight: 400;\">Convention on Certain Conventional Weapons <\/span><span style=\"font-weight: 400;\">(<\/span><span style=\"font-weight: 400;\">CCW<\/span><span style=\"font-weight: 400;\">) also known as the <\/span><b>Inhumane Weapons Convention <\/b><span style=\"font-weight: 400;\">was concluded <\/span><span style=\"font-weight: 400;\">at <\/span><span style=\"font-weight: 400;\">Geneva<\/span><span style=\"font-weight: 400;\"> in 1980 and entered into force in 1983.<\/span><\/p>\n<p><b>Purpose:<\/b><span style=\"font-weight: 400;\"> It is a<\/span><span style=\"font-weight: 400;\"> framework of rules that ban or restrict weapons considered to cause unnecessary, unjustifiable and indiscriminate suffering such as incendiary explosives, blinding lasers and booby traps that don\u2019t distinguish between fighters and civilians.\u00a0<\/span><\/p>\n<p><b>The convention covers<\/b><span style=\"font-weight: 400;\"> land mines, booby traps, incendiary devices, blinding laser weapons and clearance of explosive remnants of war. The <\/span><span style=\"font-weight: 400;\">convention has no provisions for killer robots.<\/span><\/p>\n<p><b>\u200b\u200bIndia has ratified this<\/b><span style=\"font-weight: 400;\"> Convention.<\/span><\/p>\n<h5><b>What are killer robots?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Opinions differ on an exact definition of Killer robots, but they are widely considered to be weapons that make decisions with little or no human involvement. Rapid improvements in robotics, AI and image recognition are making such armaments possible.<\/span><\/p>\n<h5><b>Why are killer robots being developed? <\/b><\/h5>\n<p><span style=\"font-weight: 400;\">To war planners, killer robots <\/span><b>a)<\/b><span style=\"font-weight: 400;\"> offer the promise of keeping soldiers out of harm\u2019s way and <\/span><b>b) <\/b><span style=\"font-weight: 400;\">help make decisions faster than a human would by giving more battlefield responsibilities to autonomous systems like pilotless drones and driverless tanks that independently decide when to strike.<\/span><\/p>\n<h5><b>What are objections against killer robots? <\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Critics argue that it is <strong>morally wrong<\/strong> to assign lethal decision-making to machines, regardless of technological sophistication. This is because machines do not differentiate between an adult from a child, a fighter from a civilian, a hostile combatant from a wounded or surrendering soldier.<\/span><\/p>\n<h5><b>Why are the US and Russia opposing curbs on Killer Robots?<\/b><\/h5>\n<p><b>Russia:<\/b><span style=\"font-weight: 400;\"> It insists that any decisions on limits on Killer Robots must be <strong>unanimous<\/strong> \u2014 in effect giving opponents a veto.<\/span><\/p>\n<p><b>United States: <\/b><span style=\"font-weight: 400;\">It argues that existing international laws are sufficient and that banning autonomous weapons technology would be premature.
