A report from\u200aa\u200a UN\u200a panel\u200a has said that the first autonomous drone attack may\u200a have\u200a already happened in Libya. Yet, a UN conference in Geneva\u200a failed to regulate the use of killer robots on the battlefield.<\/span><\/p>\n

What are Killer Robots?<\/b><\/h5>\n

Killer Robots are fully <\/span>autonomous weapons that would be able to select and engage targets without meaningful human control.<\/span><\/p>\n

\u200b\u200b<\/b>The idea of killer robots has been explored widely in science fiction movies including <\/span>Terminator<\/span><\/i>, <\/span>Blade Runner,<\/span><\/i> and <\/span>Robocop<\/span><\/i>.\u00a0<\/span><\/p>\n

Collectively, these weapons fall under Lethal Autonomous Weapons Systems(LAWS)<\/strong> which can include bombs, dog-like robots, and more that can use AI and other digital technologies to make decisions on the battlefield. It doesn\u2019t include drones, which are manned remotely by pilots.<\/span><\/p>\n\n\n\n

Why is there a law needed to control the use of Killer Robots?<\/b><\/h5>\n

Firstly, allowing robots to make life-or-death decisions is inhumane and shouldn\u2019t be allowed.\u00a0<\/span><\/p>\n

Secondly, killer robots <\/span>raise the concern of algorithmic bias. Data sets are typically flawed and tend to disfavour traditionally disadvantaged groups.<\/span><\/p>\n

Thirdly, killer robots <\/span>also present challenges for compliance with international humanitarian law\u2019s proportionality principle, which prohibits attacks in which expected civilian harm is excessive in comparison to anticipated military advantage.<\/span><\/p>\n

Fourthly, it could<\/span> also reduce the threshold for war.<\/span><\/p>\n

What are India\u2019s views on a new law on Killer Robots?<\/b><\/h5>\n

India, Russia, and the United States have said that the existing international humanitarian law is sufficient and opposed negotiation of a new legally binding instrument on killer robots.<\/span><\/p>\n
