They need to be delinked from each other.<\/p>\n<h5><b><span data-contrast=\"none\">How illegal betting and gambling is carried out in India?<\/span><\/b><\/h5>\n<p><strong>Offshore gambling websites<\/strong>: Most of the betting in India is done on cricket matches, through <strong>websites like Betaway, Bet365 and DafaBet. <\/strong>These websites are headquartered in tax havens like Malta, Cyprus and Gibraltar but are accessible to Indian users.<\/p>\n<p><strong>Third party wallets<\/strong>: In India, third-party wallets like Skrill and Neteller are used to funnel money into gambling sites. Users deposit money from their bank accounts into these prepaid wallets, which can be used to make payments anonymously.<\/p>\n<h5>What is the game of skill versus chance debate?<\/h5>\n<p><span data-contrast=\"auto\">Various High courts have legitimized gaming formats like fantasy sports etc as online games of skill. <\/span><\/p>\n<p><span data-contrast=\"auto\">Rulings like<em><strong> Varun Gumber vs Chandigarh (Punjab &amp; Haryana High Court), Gurdeep Singh Sachar vs Union of India (Bombay High Court) and Avinash Mehrotra vs Rajasthan (Supreme Court)<\/strong><\/em> &#8211; have found fantasy sports of a predominant format to be games of skill. <\/span><\/p>\n<p><span data-contrast=\"auto\">In the <em><strong>Junglee Games case<\/strong><\/em>, the Madras High Court ruled that games like Poker and Rummy are games of skill. <\/span><\/p>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><em>Fantasy sport is a type of game, often played using the Internet, where participants assemble imaginary or virtual teams composed of proxies of real players of a professional sport.\u00a0<\/em><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h5><b><span data-contrast=\"none\">How can the Govt address the issue?<\/span><\/b><\/h5>\n<p><em><strong>Firstly,<\/strong><\/em> the centre<span data-contrast=\"none\"> can take steps <\/span><b><span data-contrast=\"none\">to block sites under Section 69A of the Information Technology<\/span><\/b><span data-contrast=\"none\"> (<\/span><b><span data-contrast=\"none\">IT) Ac<\/span><\/b><span data-contrast=\"none\">t. Stringent measures are also required to <\/span><b><span data-contrast=\"none\">prevent illegal services being advertised or promoted<\/span><\/b><span data-contrast=\"none\"> through direct or surrogate means online.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><strong>&#8211; Rule 3(1)(b) of the IT Rules, 2021<\/strong> prohibits intermediaries from posting or hosting content that encourages gambling or money laundering. But rules to penalize such advertisements<strong> need to be extended to the entire online ecosystem<\/strong>.<\/p>\n<p><em><strong>Second,<\/strong> s<\/em>ince the blocking of illegal websites lies in the Centre\u2019s jurisdiction, states may follow the <strong>Maharashtra Police\u2019s model<\/strong> to deal with digital piracy.<\/p>\n<table style=\"border-collapse: collapse;
