Moreover, if the actual expenditure on pension payments is taken into account, the ratio will be 114.35 %.<\/span><\/p>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><em><strong>Note<\/strong>: OR is the ratio of the working expenditure (expenses arising from day-to-day operation of Railways) to the revenue earned from traffic. A higher ratio indicates a poorer ability to generate surplus that can be used for capital investments such as laying new lines, or deploying more coaches.<\/em><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><b>Total Receipts:<\/b><span style=\"font-weight: 400;\"> The total Receipts has decreased by 8.30% in 2019-20 as compared to 6.479% increase in 2018-19.<\/span><\/p>\n<p><b>Cross-Subsidization:<\/b><span style=\"font-weight: 400;\"> Profits from freight traffic were utilised to compensate for the loss on operation of passenger and other coaching services.<\/span><\/p>\n<h5><b>What are the recommendations given by the CAG Report?<\/b><\/h5>\n<p><em><b>Firstly, <\/b><\/em><span style=\"font-weight: 400;\">Diversify freight basket to enhance earnings and also exploit idle assets to increase other earnings.<\/span><\/p>\n<p><em><b>Secondly,<\/b><\/em><span style=\"font-weight: 400;\"> take steps to augment internal revenues, so that dependence on Gross Budgetary Support (GBS) and Extra Budgetary Resources (EBR) is contained.<\/span><\/p>\n<p><em><b>Thirdly,<\/b><\/em><span style=\"font-weight: 400;\"> Review the working of loss making PSUs and fast track the winding-up process of\u00a0<\/span><span style=\"font-weight: 400;\">non-working Railway PSUs<\/span><\/p>\n<p><em><b>Fourthly, <\/b><\/em><span style=\"font-weight: 400;\">revisit the passenger and other coaching tariffs so as to recover the cost of operations in a phased manner and reduce its losses in its core activities.<\/span><\/p>\n<p><b>Source:<\/b><span style=\"font-weight: 400;\">This post is based on the article<\/span><b> \u2018<\/b><b>Railways\u2019 98% operating ratio not a reflection of its true financial performance: CAG<\/b><b>\u2019<\/b><span style=\"font-weight: 400;\"> published in<\/span><b> Indian Express <\/b>on<b> 23<sup>rd<\/sup> Dec 2021.<\/b><\/p>\n","protected":false},"excerpt":{"rendered":"<p>What is the news?
