News<\/span><\/b>: <\/span>India conducts numerous health surveys, most prominent of which is NFHS. <\/span>Lately, there have been various additions into NFHS which have made it disoriented and lacking any specific policy purpose.<\/span>\u00a0<\/span><\/p>\n

There is need for selected comprehensive surveys that can broadly cover major public health themes for a complex country like ours. <\/span>\u00a0<\/span><\/p>\n

What is the National Family Health Survey (NFHS)?<\/span><\/b><\/h5>\n

NFHS is used by many researchers, policymakers and <\/span>is frequently used by NITI Aayog<\/span><\/b> for its various rankings.<\/span>\u00a0<\/span><\/p>\n

It is conducted in a representative sample of households, where respondents are mostly women<\/span>.<\/span>\u00a0<\/span><\/p>\n

Funding for different rounds of NFHS has been provided by some international organisations like United States Agency for International Development (USAID), etc and Ministry of Health and Family Welfare.<\/span>\u00a0<\/span><\/p>\n

Issues have been raised on the quality of the agencies<\/strong> conducting NFHS and their workers too.<\/p>\n

What are other public health surveys in India, and the associated issues?<\/span><\/b>\u00a0<\/span><\/h5>\n

Apart from NFHS, Health Ministry conducts the National NCD Monitoring Survey (NNMS), the National Mental Health Survey (NMHS), etc.<\/span>\u00a0<\/span><\/b><\/p>\n

–<\/strong> Overinclusion, <\/span><\/b>like inclusion of questions on HIV, non-communicable diseases, or NCDs<\/span> in NFHS, has lead to <\/span>extremely huge NFHS questionnaires. This affects the quality of data.<\/span>\u00a0<\/span>Example<\/strong>: In NFHS-4,the women\u2019s questionnaire was 93 pages long.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> Surveys done for <\/span>research<\/span><\/b> should not be confused with those done for <\/span>programme monitoring and surveillance needs. <\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n

– Irregularity and uncertainty of other surveys: <\/span><\/b>NFHS is the only major survey that India has a record of doing regularly. One does not know if and when the other surveys will be repeated. <\/span>\u00a0<\/span><\/p>\n

–<\/strong> Multiple surveys also raise the <\/span>issue of differing estimates<\/span><\/b>, as is likely, due to sampling differences in the surveys.<\/span> For example<\/strong>: wide divergence in sex ratio at birth reported by the NFHS and the Sample Registration System (SRS).<\/span>\u00a0<\/span><\/p>\n

What should be the way forward?<\/span><\/b>
\n<\/span><\/h5>\n

– <\/strong>Need to end overdependence on NFHS: <\/span><\/b>There is a need to <\/span>identify a set of national-level indicators and surveys<\/span><\/b> that will be done using national government funds at regular intervals<\/span>.<\/span>\u00a0<\/span><\/p>\n

– <\/strong>Need to ensure that the <\/span>data is collected in an orderly and regular<\/span><\/b> manner with appropriate budgetary allocation.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> There should be <\/span>clarity of purpose<\/span><\/b> behind conducting a survey and their need should be reanalysed.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> States should invest in conducting focused <\/span>State-level surveys.<\/span><\/b>\u00a0<\/span><\/p>\n

–<\/strong> <\/span> For a detailed understanding of some issues, each round of survey can focus on a specific area of interest<\/strong>. Other important public health questions can be answered by specific studies (which may or may not need a national-level study), conducted by academic institutions on a research mode based on availability of funding.<\/p>\n

–<\/strong> It is also very essential to ensure that the <\/span>data<\/span><\/b> arising from these surveys are <\/span>in<\/span><\/b> the <\/span>public domain<\/span><\/b>. So that it can be analysed through <\/span>different viewpoints<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n
