Ministry of Labour and Employment introduced four Bills on labour codes to consolidate 29 central laws in 2019 which were then replaced with \u00a0new ones in 2020.<\/span>\u00a0<\/span><\/p>\n

These new labour codes are likely to be implemented in 2022-23. <\/span>\u00a0<\/span><\/p>\n

What is the need for these codes?<\/span><\/b>\u00a0<\/span><\/h5>\n

Simplification:<\/span><\/b> India currently has a web of multiple labour legislations, over 40 central laws and 100 state laws involving labour.<\/span>\u00a0<\/span><\/p>\n

The <\/span>Second National Commission on Labour (2002)<\/span><\/b> recommended simplification to bring about transparency and uniformity.<\/span>\u00a0<\/span><\/b><\/p>\n

Improvement in Ease of Doing Business<\/strong> by:<\/p>\n

– Formalising workforce: <\/span><\/b>These codes aim to provide social security benefits like health security, a minimum floor wage, etc to informal workforce also. They form approximately 90% of the workforce and have been till now majorly out of the labour reform. <\/span>\u00a0<\/span><\/p>\n

–<\/strong> Provisions for <\/span>ease of interstate migrants<\/span><\/b>\u00a0<\/span><\/p>\n

–<\/strong> Increasing Labour productivity<\/span><\/b><\/p>\n

Attracting investments:<\/span><\/b> A\u200atransparent\u200aenvironment\u200ain\u200aterms of workers\u2019 compensation, clear definition of employee rights and employer duties, and simplified labour codes making compliance easier are likely to attract investments.<\/span>\u00a0<\/span><\/p>\n

Lowering revenue loss:<\/span><\/b> With more workers in the organized sector, leakage in terms of direct as well as indirect taxes may be plugged.<\/span>\u00a0<\/span><\/p>\n

As labour is concurrent subject, State governments also need to publish draft rules apart from central government.<\/span>\u00a0<\/span><\/p>\n

Various states are in the process of doing the same.<\/span>\u00a0<\/span><\/p>\n
