{"id":156613,"date":"2021-12-28T20:33:31","date_gmt":"2021-12-28T15:03:31","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=156613"},"modified":"2021-12-28T20:33:31","modified_gmt":"2021-12-28T15:03:31","slug":"healthy-states-progressive-india-niti-aayog-releases-fourth-edition-of-state-health-index","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/healthy-states-progressive-india-niti-aayog-releases-fourth-edition-of-state-health-index\/","title":{"rendered":"Healthy States, Progressive India: NITI Aayog Releases Fourth Edition of State Health Index"},"content":{"rendered":"\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">NITI Aayog has released the fourth edition of the State Health Index for 2019\u201320 with the title \u201c<strong>Healthy States, Progressive India\u201d<\/strong>.<\/span><\/p>\n<h5><b>What is the State Health Index?<\/b><\/h5>\n<p><b>Developed by:<\/b><span style=\"font-weight: 400;\"> NITI Aayog in collaboration with the Ministry of Health and Family Welfare (MoHFW) and the <a href=\"https:\/\/forumias.com\/blog\/important-united-nations-organisations-for-prelims\/#World_BankGroup\" target=\"_blank\" rel=\"noopener\">World Bank<\/a> since 2017.<\/span><\/p>\n<p><b>Objective:<\/b><span style=\"font-weight: 400;\"> To track progress on health outcomes and health systems performance, develop healthy competition and encourage cross-learning among states and UTs.\u00a0\u00a0<\/span><\/p>\n<p><b>Indicators:<\/b><span style=\"font-weight: 400;\"> The index is a weighted composite score incorporating 24 indicators covering key aspects of health performance. The indicators are categorised into three domains:\u00a0<\/span><\/p>\n<p><strong><b>\u2013 <\/b>Health Outcomes:\u00a0<\/strong>It includes parameters such as neonatal mortality rate, under-5 mortality rate, the sex ratio at birth.<\/p>\n<p><strong><b>\u2013 <\/b>Governance and Information:<\/strong>\u00a0It includes parameters such as institutional deliveries, average occupancy of senior officers in key posts earmarked for health.<\/p>\n<p><strong><b>\u2013 <\/b>Key Inputs\/Processes:\u00a0<\/strong>It consists of the proportion of shortfall in health care providers to what is recommended, functional medical facilities, birth and death registration and tuberculosis treatment success rate.<\/p>\n<p><b>Categorization: <\/b><span style=\"font-weight: 400;\">The states are classified into three categories (Larger States, Smaller States and UTs). In this round, all the states and UTs participated except West Bengal, and the UT of Ladakh was not included due to the non-availability of data.<\/span><\/p>\n<p><b>Base Year:<\/b><span style=\"font-weight: 400;\"> The index <\/span><span style=\"font-weight: 400;\">has been calculated as a weighted average of all the indicators in each state and union territory for a base year(2018-19) and a reference year (2019-20).\u00a0<\/span><\/p>\n<p><b>Source of Data:<\/b><span style=\"font-weight: 400;\"> The index uses existing data sources such as the <a href=\"https:\/\/forumias.com\/blog\/sample-registration-systemsrsdata-related-to-birth-and-death-rate\/\" target=\"_blank\" rel=\"noopener\">Sample Registration System<\/a>, Civil Registration System and Health Management Information Systems. However, the index does not incorporate the impact of Covid-19.<\/span><\/p>\n<p><b>Significance of this index:<\/b><span style=\"font-weight: 400;\"> The index will help drive state\/UT&#8217;s efforts towards achievement of health-related Sustainable Development Goals (SDGs) including those related to <a href=\"https:\/\/forumias.com\/blog\/new-cross-sector-initiative-for-universal-health-coverage\/\" target=\"_blank\" rel=\"noopener\">Universal Health Coverage (UHC)<\/a> and other health outcomes. <\/span><\/p>\n<h5><b>What are the key findings of the index?<\/b><\/h5>\n<figure id=\"attachment_156614\" aria-describedby=\"caption-attachment-156614\" style=\"width: 446px\" class=\"wp-caption alignleft\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-156614 size-full\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2021\/12\/30451dc7_4608115_101_mr.jpg?resize=446%2C277&#038;ssl=1\" alt=\"\" width=\"446\" height=\"277\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2021\/12\/30451dc7_4608115_101_mr.jpg?w=446&amp;ssl=1 446w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2021\/12\/30451dc7_4608115_101_mr.jpg?resize=300%2C186&amp;ssl=1 300w\" sizes=\"auto, (max-width: 446px) 100vw, 446px\" \/><figcaption id=\"caption-attachment-156614\" class=\"wp-caption-text\">Source: The Hindu<\/figcaption><\/figure>\n<p><b>Among the larger states, <\/b><span style=\"font-weight: 400;\">Kerala, Tamil Nadu and Telangana emerged among the best three performers in terms of overall performance.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Uttar Pradesh ranked at the bottom in Overall Performance.
