News<\/span><\/b>: <\/span>Palk Bay (an important marine zone between south-eastern India and northern Sri Lanka)<\/em> has been a source of dispute for long.<\/span>\u00a0<\/span><\/p>\n

It has come under news once again due to arrest of 68 Indian fishermen<\/span> by the Sri Lankan authorities. \u00a0<\/span>\u00a0<\/span><\/p>\n

What has been the history of the issue?<\/span><\/b>\u00a0<\/span><\/h5>\n

Efforts for delimitation of the Palk strait and Gulf of Mannar<\/strong> had started since 1921, but the agreements were finally signed in 1970 only.<\/span>\u00a0<\/span><\/p>\n

The concept of <\/span>International Maritime Boundary Line (IMBL)<\/span><\/b> for Palk strait came into being through these agreements.<\/span>\u00a0<\/span><\/p>\n

The IMBL made some former parts of India, a part of Sri Lanka.<\/span>\u00a0<\/span><\/p>\n

So even these agreements were not free from disputes and thus could not settle the issue boundary and fishing jurisdictions permanently.<\/span>\u00a0<\/span><\/p>\n

These loopholes in the pacts gave way to new problems, including the recurring incidents of Tamil Nadu fishermen crossing the IMBL and getting caught by the Sri Lankan authorities.<\/span>\u00a0<\/span><\/p>\n

What are the other causes of the problem?<\/span><\/b>\u00a0<\/span><\/h5>\n

Asymmetric nature of fishing practices in Tamil Nadu and the Northern Province of Sri Lanka: <\/span><\/b>While the fishing community of Tamil Nadu uses mechanised bottom trawlers, its counterpart uses conventional forms of fishing, as trawling is banned in Sri Lanka.<\/span>\u00a0<\/span><\/p>\n

The <\/span>Sri Lankan side<\/span><\/b> of the Bay is considered to have <\/span>more fishery resources<\/span><\/b> than the Indian side<\/span> which makes Indian fisherman to take the risk of crossing over to the Lankan side.<\/span>\u00a0<\/span><\/p>\n

What is the way forward?<\/span><\/b>\u00a0<\/span><\/h5>\n

All stakeholders can decide to establish an <\/span>international institution of stakeholders<\/span><\/b> for regulating the fishing sector in the Bay.<\/span>\u00a0<\/span><\/p>\n

Efforts to shift fishermen of Tamil Nadu away from <\/span>bottom trawling:<\/span><\/b> Government had launched the scheme by the name Deep sea fishing project<\/strong> for this, but it has not yielded the desired results. <\/span>\u00a0<\/span><\/p>\n

There is need to incentivise deep sea fishing through subsidies and awareness<\/strong> as it has higher recurring cost per voyage and also is more time-consuming.<\/span>\u00a0<\/span><\/p>\n

Government can promote <\/span>seaweed cultivation, open sea cage cultivation, seaweed cultivation<\/span><\/b>, and <\/span>sea\/ocean ranching<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

Fish farmer producer organisations<\/span><\/b> will encourage fisherfolk to adopt sustainable fishing practices.<\/span><\/p>\n
