One of the key provisions of the Bill is linking\u00a0<a href=\"https:\/\/forumias.com\/blog\/challenges-of-aadhar-an-overview\/\" target=\"_blank\" rel=\"noopener\">Aadhaar<\/a>\u00a0with the electoral rolls.<\/p>\n<p>Cash transfers in many welfare programmes, such as payment of MGNREGA wages, are done using the <strong><a href=\"https:\/\/forumias.com\/blog\/7-pm-aadhar-payment-bridge-system-27-march-2019\/\" target=\"_blank\" rel=\"noopener\">Aadhaar Payment Bridge System (APBS)<\/a><\/strong>.<\/p>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><strong>Read more: <\/strong><a style=\"font-family: inherit; font-size: inherit; background-color: var(--global--color-background);\" title=\"Linking Aadhaar with electoral rolls \u2013 Explained, pointwise\" href=\"https:\/\/forumias.com\/blog\/linking-aadhaar-with-electoral-rolls\/\" target=\"_blank\" rel=\"noopener\"><strong>Linking Aadhaar with electoral rolls \u2013 Explained, pointwise<\/strong><\/a><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h5>What are the claims made by the central government on the Aadhaar system?<\/h5>\n<p>The Union Government has repeatedly made claims on savings in welfare programmes due to Aadhaar. For instance, the Government continues to claim that \u201cthe estimated cumulative savings\/benefits due to Aadhaar in MGNREGA till March 2021 is Rs 33,475 crores&#8221;.<\/p>\n<p>The government claims that the \u201cSavings are in terms of increasing the efficiency and reducing the delay in payments etc.\u201d<\/p>\n<h5>What are the challenges associated with the Aadhaar project?<\/h5>\n<p><strong>No clear methodology<\/strong>: A Right to Information has been filed seeking the methodology used to arrive at such savings. The government replied, for DBT Mission, &#8220;<strong>on the assumption<\/strong> that 10% of the wages in the year could be saved.&#8221;<\/p>\n<p><a href=\"https:\/\/forumias.com\/blog\/the-long-road-to-timely-mgnrega-payments\/\" target=\"_blank\" rel=\"noopener\"><strong>Wage payment delays are persistent<\/strong><\/a>: An analysis of more than 18 lakh wage invoices for the first half of 2021-22 by LibTech India demonstrated that 71% of the payments were delayed (called stage 2 delays) beyond the mandated period by the Union Government.<\/p>\n<p><strong>Inefficiency in the Aadhaar system<\/strong>: A recently completed study of nearly 3,000 MGNREGA workers by Anjor Bhaskar and Preeti Singh shows that 57% of job cards of genuine workers were deleted in a quest to show 100% linking of Aadhaar with job cards.<\/p>\n<p><strong>Opacity surrounding APBS<\/strong>: The most common reason for payment failures through the APBS is called \u201cInactive Aadhaar.&#8221; This happens due to an error in software mapping failure with the centralised National Payments Corporation of India, the clearinghouse for APBS.<\/p>\n<p><strong>Miscredited funds<\/strong>: There are several cases of misdirected payments in APBS when the Aadhaar number of one person gets linked to somebody else\u2019s bank account. These are very hard to detect, as these will appear as successful transactions on the dashboard.<\/p>\n<p><strong>Challenges in grievance redressal<\/strong>: As per UIDAI, its functions include \u201csetting up of facilitation centres and grievance redressal mechanism for redressal of grievances of individuals.\u201d However, no such mechanisms exist.<\/p>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><strong>Read more: <a href=\"https:\/\/forumias.com\/blog\/inefficiencies-in-the-aadhaar-project\/\" target=\"_blank\" rel=\"noopener\">Inefficiencies in the Aadhaar project<\/a><\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h5>What can be done?<\/h5>\n<p>1. The government has to emphasise the <strong>need for a push towards constitutional propriety and accountability for technologies<\/strong>, 2. It is time to <strong>overhaul the nomenclature<\/strong> for recipients of welfare measures.
