News:\u00a0\u00a0NITI Aayog<\/span><\/b> has recently released its <\/span>fourth Health Index report<\/span><\/b> for the year 2019-20, which was published in collaboration with the Ministry of Health and Family Welfare.<\/span>\u00a0<\/span><\/p>\n

It ranked states on a weighted composite <\/span>score based on 24 indicators<\/span><\/b>, and offers a useful picture of the state of Indian health care.<\/span>\u00a0<\/span><\/p>\n

What are the components of this index?<\/span><\/b>\u00a0<\/span><\/h5>\n

It is a very comprehensive index based on three broad domains \u2014H<\/strong><\/span>ealth outcomes, Governance and information,<\/span><\/b> Key Inputs\/Processes<\/strong>.<\/span><\/p>\n

What are the findings of the report and what are the issues related to them?<\/span><\/b>\u00a0<\/span><\/h5>\n

The comparison of states on the basis of the ranking can be <\/span>misleading due to the categorisation of states.<\/span><\/b>\u00a0<\/span><\/p>\n

Example:<\/span><\/b> It shows that UP has registered first ranking in incremental performance despite the fact that many smaller states have performed better than UP.<\/span>\u00a0<\/span><\/p>\n

UP\u2019s performance is not because of any drastic changes in the health infrastructure improvement but due to the fact that UP started from a very low base. Hence, any improvement will show up in terms of a disproportionate bump in the incremental score<\/span>.<\/span>\u00a0<\/span><\/p>\n

Proper analysis of the Index shows that nearly half of the states and Union Territories did not pass the halfway mark<\/strong> in the composite overall index score (the \u201cfrontier\u201d in this case).<\/span>\u00a0<\/span>Kerala, the top performer registered an overall index score of 82.2 only.<\/span>\u00a0 <\/span>This suggests that <\/span>there is considerable room for improvement<\/span><\/b> even in India\u2019s best state.\u00a0<\/span>\u00a0<\/span><\/p>\n

It is important that this ranking is just not limited as a tool for competitive federalism and comparing states but can be used as a <\/span>meaningful tool for health policy and resource allocation.<\/span><\/b>\u00a0<\/span><\/p>\n
