\n<\/span><\/p>\n

What are the reforms that the government needs to take in the upcoming budget?<\/span><\/b>\u00a0<\/span><\/h5>\n

1) Free Trade agreements:<\/span><\/b> Impact of the reforms like GST<\/a><\/strong><\/span>, IBC<\/a><\/strong><\/span>, and labor codes<\/a><\/strong><\/span> etc, can be considerably enhanced by improving access to the world markets for entrepreneurs and exposing them to global competition via Free Trade Agreements (FTAs)<\/a><\/strong><\/span>.
\n<\/span><\/p>\n

–<\/strong> FTAs with EU, UK, Canada, Australia and the UAE will serve our <\/span>economic interests as well as our geopolitical objectives<\/span><\/b>.<\/span><\/b>\u00a0<\/span><\/p>\n

–<\/strong> Duty-free access for Indian products to these large markets would <\/span>accelerate growth<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> These will also help in countering <\/span>China\u2019s growing influen<\/span><\/b>ce<\/strong> in the world and specially in Asia.<\/span>\u00a0<\/span><\/p>\n

2) Introducing some changes in the SEZ law:<\/span><\/b> This would make Indian manufacturing firms <\/span>globally competitive.<\/span><\/b> \u00a0<\/span><\/p>\n

–<\/strong> <\/span>Firms within SEZs need to be given the right to lay off the workers after due compensation. This would contribute to the emergence of large-scale forms in labor-intensive sectors in SEZs. <\/span>\u00a0<\/span><\/p>\n

3) Need to bring some of the very high custom duties down: <\/span><\/b>This unjustifiably punishes the buyers while highly inefficient producers<\/span>.<\/span>\u00a0<\/span><\/p>\n

4) Education<\/span><\/b>: <\/span>Govt should bring <\/span>Higher Education Commission of India<\/a><\/span> (HECI<\/span><\/b>) Act\u00a0<\/span>that was promised in the budget of 2019-20. Bodies such as All India Council for Technical Education and National Council for Teachers\u2019 Education should be subsumed in HECI.<\/span><\/p>\n

–<\/strong> India needs to give <\/span>similar autonomy to at least its leading colleges and universities<\/span><\/b> like that given in the UK on which we have modelled our education system.UK abolished its own University Grants Committee in 1983.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> India must open the door to <\/span>foreign universities to establish campuses on its shores<\/span><\/b> and to domestic institutions to do the same abroad.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> Finally, <\/span>research should be moved to universities from the councils,<\/span><\/b> as they have not been very effective.<\/span>\u00a0<\/span><\/p>\n

5) Disinvestment<\/span><\/b>: <\/span>The government<\/span> has been setting <\/span><\/span>very huge target<\/span>s<\/span> for disinvestment<\/span> and consequently failed to meet those targets<\/span>.<\/span> <\/span>For instance: <\/strong>In the <\/span><\/span>Union Budget\u00a0<\/span><\/span>for 2020-21, the<\/span> target was <\/span><\/span>Rs 2.1 trillion<\/span>, and<\/span><\/span> it was missed by almost Rs 1.8 trillion<\/span>.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> The government needs to <\/span>detach the disinvestment <\/span><\/b>and<\/span> privatisation programme <\/span><\/b>from the year-to-year fiscal needs.<\/span><\/b>\u00a0<\/span><\/p>\n

–<\/strong> It can introduce an<\/span> institutional set-up<\/span><\/b> which identifies the companies for privatisation on <\/span>some set rules and standards<\/span><\/b>, and not on the basis of the revenue they are likely to bring in.<\/span>\u00a0<\/span>There is also a need to improve the standards and quality of their paperwork to the levels expected by private sector bidders.<\/span>\u00a0<\/span><\/p>\n
