{"id":15892,"date":"2018-02-15T17:40:33","date_gmt":"2018-02-15T12:10:33","guid":{"rendered":"http:\/\/blog.forumias.com\/?p=15892"},"modified":"2018-02-15T17:40:33","modified_gmt":"2018-02-15T12:10:33","slug":"india-targets-only-electric-vehicles-by-2030","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/india-targets-only-electric-vehicles-by-2030\/","title":{"rendered":"India targets only electric vehicles by 2030"},"content":{"rendered":"<p><strong><u>Context:<\/u><\/strong><\/p>\n<ul>\n<li>India wants only electric vehicles to run on its roads by 2030, but it\u2019s a path riddled with challenges.<\/li>\n<\/ul>\n<p><strong><u>Background:<\/u><\/strong><\/p>\n<ul>\n<li>Prime Minister Narendra Modi and\u00a0Transport\u00a0Minister Nitin Gadkari and erstwhile Energy Minister Piyush Goyal have discussed about the target to <strong>achieve an all-electric fleet of vehicles by 2030.<\/strong><\/li>\n<li>This initiative comes in line with <strong>the ongoing global push away from the internal combustion engine.<\/strong><\/li>\n<li>The Government also <strong>notified the scheme for Faster Adoption and Manufacturing of (Hybrid &amp;) Electric Vehicles in India (FAME), <\/strong>as a part of its <strong>National Electric Mobility Mission Plan 2020.<\/strong><\/li>\n<\/ul>\n<p><strong><u>What progress has been made so far to achieve an all-electric-fleet of vehicles by 2030?<\/u><\/strong><\/p>\n<p>The progress made so far by different departments and ministries to achieve an all-electric fleet of vehicles by 2030 are as follows:<\/p>\n<ul>\n<li><strong>Energy Efficiency Services Limited<\/strong>, a government firm, has <strong>put in motion plans to procure 10,000 e-vehicles.<\/strong><\/li>\n<li>EESL aims to <strong>lease these vehicles out to government departments<\/strong> so as to <strong>replace their existing fleets of petrol and diesel vehicles.<\/strong><\/li>\n<li>The <strong>Centre has begun pilot projects<\/strong> in this regard, having already <strong>installed 25 charging stations in Bengaluru, and planning to expand this to other metros.<\/strong><\/li>\n<li><strong>Fortum India<\/strong> inaugurated a <strong>22 KW AC charger<\/strong> on a pilot basis in Delhi, and the company said it was looking to install up to <strong>160 charging stations over a year in Delhi, Mumbai and Bengaluru.<\/strong><\/li>\n<li>The parent company <strong>Fortum Oyj<\/strong> also signed an agreement with government-owned NBCC (India) to bring <strong>cloud-based back-end infrastructure for electric vehicles to India.<\/strong><\/li>\n<li><strong>Reliance Energy<\/strong> is working on a <strong>third-party business model<\/strong> to provide <strong>charging station facilities for electric two-wheelers and four-wheelers in public places, parking plazas near highways, and offices and malls.<\/strong><\/li>\n<\/ul>\n<p><strong><u>How important is it for the nation to shift to an all-electric-fleet of vehicles by 2030?<\/u><\/strong><\/p>\n<p>There is an array of benefits if the nation shifts from petrol and diesel fuelled vehicles. Some of them are as follows:<\/p>\n<p><strong>Reduce India\u2019s oil dependency:<\/strong><\/p>\n<ul>\n<li>The shift from petrol and diesel fuelled vehicles will <strong>reduce India\u2019s dependence on oil and the cost of import. <\/strong><\/li>\n<\/ul>\n<p><strong>Strengthen the rupee:<\/strong><\/p>\n<ul>\n<li>It will <strong>strengthen the rupee and the current account deficit would disappear<\/strong>.<\/li>\n<\/ul>\n<p><strong>Address the issues of climate change:<\/strong><\/p>\n<ul>\n<li>The <strong>air will be cleaner <\/strong>and will be an <strong>end-to-end solution to address the issues of climate change.<\/strong><\/li>\n<\/ul>\n<p><strong>Job creation:<\/strong><\/p>\n<ul>\n<li>The Government will help establish charging stations to start with and later through franchisee model, <strong>create jobs for lakhs of entrepreneurs <\/strong>to establish charging stations across the country.<\/li>\n<\/ul>\n<p><strong>Cheaper in price:<\/strong><\/p>\n<ul>\n<li>The <strong>electric vehicles will be cheaper <\/strong>and <strong>the operating costs will also reduce,<\/strong> which will be an economic incentive for the public to buy the same.<\/li>\n<\/ul>\n<p><strong><u>What are the challenges in achieving the all-electric-fleet of vehicles by 2030 mission?<\/u><\/strong><\/p>\n<p>The challenges in achieving the all-electric fleet of vehicles by 2030 mission are as follows:<\/p>\n<p><strong>Very few global carmakers:<\/strong><\/p>\n<ul>\n<li>A <strong>very few global carmakers<\/strong> have brought their electric variants into India.<\/li>\n<\/ul>\n<p><strong>Distinction between Electric vehicles (EVs) and hybrid vehicles\u2019 tax regime:<\/strong><\/p>\n<ul>\n<li>The fact that the government has also made a <strong>distinction between EVs and hybrid vehicles<\/strong> <strong>under the GST regime<\/strong> is seen as a problem.<\/li>\n<\/ul>\n<p><strong>People are still skeptical about charge duration:<\/strong><\/p>\n<ul>\n<li>The view among carmakers is that <strong>people are still<\/strong> <strong>skeptical about the shift to all-electric vehicles<\/strong> since they fear the charge duration of the batteries.<\/li>\n<\/ul>\n<p><strong>Battery technology:<\/strong><\/p>\n<ul>\n<li><strong>Battery technology<\/strong> is yet another aspect that needs to be looked into.<\/li>\n<\/ul>\n<p><strong>Capacity of battery cells has not changed:<\/strong><\/p>\n<ul>\n<li>While the cost of batteries has fallen over the years \u2014 a Bank of America Merill Lynch report found the <strong>cost of battery cells fell 48% between 2011 and 2015 <\/strong>but their <strong>capacity has not changed as drastically.<\/strong><\/li>\n<\/ul>\n<p><strong>Sheer shift is not efficient address the impact on the environment:<\/strong><\/p>\n<ul>\n<li>Yet another issue is that <strong>simply shifting the fleet to electric will not address the impact on the environment. <\/strong><\/li>\n<li>This has to be accompanied with an <strong>even swifter change in the energy mix to renewable sources.<\/strong><\/li>\n<\/ul>\n<p><strong><u>Some related terminology:<\/u><\/strong><\/p>\n<p><strong>National Electric Mobility Mission Plan 2020:<\/strong><\/p>\n<ul>\n<li>Government of India launched the <strong>National Electric Mobility Mission Plan (NEMMP) 2020 in 2013. <\/strong><\/li>\n<li>It aims to <strong>achieve national fuel security by promoting hybrid and electric vehicles<\/strong> in the country.<\/li>\n<li>There is an ambitious target to <strong>achieve 6-7 million sales of hybrid and electric vehicles year on year from 2020 onwards. <\/strong><\/li>\n<\/ul>\n<p><strong>Hybrid vehicle<\/strong><strong>:<\/strong><\/p>\n<ul>\n<li>A vehicle is a hybrid if it <strong>utilizes more than one form of onboard energy<\/strong> to achieve propulsion.<\/li>\n<li>In practice, that means a hybrid will have a <strong>traditional internal-combustion engine and a fuel tank, as well as one or more electric motors and a battery pack.<\/strong><\/li>\n<\/ul>\n<p><strong>Electric vehicles:<\/strong><\/p>\n<ul>\n<li>An\u00a0electric vehicle, also called an\u00a0electric drive vehicle, uses <strong>one or more electric motors or\u00a0traction motors\u00a0for propulsion<\/strong>.<\/li>\n<li>An electric vehicle may be powered through <strong>a collector system by electricity from off-vehicle sources, or may be self-contained with a\u00a0battery,\u00a0solar panels\u00a0or an\u00a0electric generator\u00a0to convert fuel to electricity.\u00a0<\/strong><\/li>\n<li>EVs include <strong>road and rail vehicles, surface and underwater vessels,\u00a0electric aircraft\u00a0and\u00a0electric spacecraft.<\/strong><\/li>\n<\/ul>\n<p><strong><u>Conclusion:<\/u><\/strong><\/p>\n<ul>\n<li>Achieving the target of all-electric vehicles by 2030 will need a <strong>substantial push from the government and the private sector <\/strong>in terms of setting up the <strong>charging infrastructure, enabling cheaper availability of raw materials and
