Constitution of India provides for a parliamentary form of government, where the Executive is responsible to the Parliament for its policies and acts.<\/span>\u00a0<\/span><\/p>\n

Mechanisms of Parliamentary control over the Executive: \u00a0<\/strong><\/p>\n

1. Question-hour, zero-hour,<\/strong> half-an-hour discussion, short duration discussion, calling attention motion, adjournment motion, no-confidence motion, censure motion, and other discussions. <\/span>
\n<\/span>2. General Discussion, Voting on policy\/law;<\/strong> censure motion; no-confidence motion.
\n<\/span>3. Budgetary control<\/strong> – appropriation of grants and post-budgetary control through financial committees like Public Accounts Committee, etc. <\/span>
\n<\/span>4. Walkouts, abstain from voting<\/strong>, use of live-streaming to put pressure on the executive.<\/span><\/p>\n

Parliament unable to ensure accountability of the executive:\u00a0<\/strong><\/p>\n

1. Tendencies to evade route of debates\/discussions\/checks through instruments – <\/span>\u00a0<\/span><\/p>\n

  1. Money bill route [Aadhar bill];\u00a0<\/span>\u00a0<\/span><\/li>\n
  2. Use of voice vote mechanism [Farm bills];\u00a0<\/span>\u00a0<\/span><\/li>\n

    2. Sidelining parliamentary institutions<\/strong> – <\/span>\u00a0<\/span><\/p>\n

    2. low productivity of question-hour.<\/span>\u00a0<\/span><\/li>\n<\/ol>\n

      1. Following 15-point reform charter for better functioning of Parliament as suggested by Vice President<\/span>
      \n<\/span>2. Making scrutiny of all bills by Parliamentary Committees mandatory. <\/span>
