Civil Society\u00a0organizations (CSOs)\u00a0refer to\u00a0collectives\u00a0that are\u00a0separate from the state, government and business.\u00a0These are\u00a0organized\u00a0by individuals for their\u00a0private interests.\u00a0A\u00a0non-governmental organization (NGO) is a\u00a0private, non-profit, voluntary,\u00a0citizen-based group which\u00a0functions\u00a0to serve a\u00a0specific social or political purpose.<\/span>\u00a0<\/span><\/p>\n

Utility of CSOs and\u00a0NGOs as alternative model of public service delivery:<\/span><\/b>\u00a0<\/span><\/p>\n

  1. Civil society\u00a0organizations\u00a0can provide\u00a0a\u00a0ready pool of volunteers and resources that the government can tap into.\u00a0Issues of\u00a0inclusion-exclusion error\u00a0can be addressed through\u00a0verification by independent teams\u00a0of volunteers.<\/span>\u00a0<\/span><\/li>\n
  2. Gaps in\u00a0last-mile delivery of public services\u00a0can be addressed. For example, during\u00a0covid lockdown,\u00a0a\u00a0number of NGOs, voluntary groups\u00a0distributed\u00a0food, ration and vegetables\u00a0for the homeless and the migrants.<\/span>\u00a0<\/span><\/li>\n
  3. Skill enhancement\u00a0and livelihood support\u00a0schemes\u00a0like\u00a0National Rural Livelihood Mission\u00a0can be made more effective through involvement of CSOs.\u00a0For example,\u00a0in\u00a0quality control and marketing\u00a0of products made by\u00a0SHGs.<\/span>\u00a0<\/span><\/li>\n
  4. CSOs are better placed to render\u00a0services and\u00a0assistance in issues like\u00a0domestic violence,\u00a0administrative and legal\u00a0assistance\u00a0to\u00a0marginalized sections, undertrials, sex workers etc.\u00a0\u00a0<\/span>\u00a0<\/span><\/li>\n
  5. CSOs and NGOs can\u00a0play the role\u00a0of effectively communicating the needs of people to the government.\u00a0For example,\u00a0PM Garib Kalyan Rojgar Abhiyan\u00a0was launched in response to\u00a0Mazdoor\u00a0Kisan Shakti\u00a0Sangathan\u2019s petitioning\u00a0for\u00a0distribute food\u00a0grains to everyone.\u00a0<\/span>\u00a0<\/span><\/li>\n
  6. Dissemination of\u00a0trusted\u00a0information\u00a0to people and\u00a0countering propaganda\u00a0and disinformation\u00a0can be done through\u00a0partnership between government, CSOs and NGOs.\u00a0For example, Oxfam\u2019s\u00a0partnership with\u00a0Poorvanchal\u00a0Grameen Vikas\u00a0Sansthan.<\/span>\u00a0<\/span><\/li>\n<\/ol>\n

    Challenges\u00a0in use of CSOs and NGOs\u00a0as alternative model for delivery of\u00a0public\u00a0services<\/span><\/b>:<\/span>\u00a0<\/span><\/p>\n

    1. Ad-hocism\u00a0and\u00a0lack of continuity\u00a0that NGOs face in dealing with the government\u00a0undermines\u00a0long-term\u00a0engagement and testing of\u00a0development\u00a0models.\u00a0<\/span>\u00a0<\/span><\/li>\n
    2. The\u00a0\u2018big brother attitude\u2019\u00a0of the government officials and their mindset of construing\u00a0NGOs simply as contractors\u00a0fulfilling staffing requirements\u00a0is not conducive.<\/span>\u00a0<\/span><\/li>\n
    3. There is also issue of\u00a0mis-appropriation of funds by NGOs.\u00a0Council for Advancement of People\u2019s Action and Rural Technology\u00a0found various NGOs swindling\u00a0government funds for personal use.\u00a0As per CBI,\u00a0less than 10%\u00a0of the NGOs registered under Societies Registration Act,\u00a0file annual financial statements.<\/span>\u00a0<\/span><\/li>\n
    4. Enforcement Directorate had zeroed in on some NGOs which were working as\u00a0front organizations for the banned Communist Party of India\u00a0and were suspected to have funded Naxal operatives.<\/span>\u00a0<\/span><\/li>\n
    5. Some NGO are accused of\u00a0using foreign funds for\u00a0provoking\u00a0protests and\u00a0stall governmental projects.\u00a0For example,\u00a0the protests against\u00a0Kudankulam\u00a0nuclear plant, Narmada Bachao\u00a0Andolan, etc.<\/span>\u00a0<\/span><\/li>\n
    6. There have been reports of NGOs\u00a0lobbying with parliamentarians\u00a0and using the media to manipulate issues in their favor. Undue effect of NGOs on policy\u00a0creates\u00a0issue of democratic legitimacy.<\/span>\u00a0<\/span><\/li>\n<\/ol>\n

      CSOs and\u00a0NGOs must\u00a0be made an integral part of\u00a0development process\u00a0in the country. But there is\u00a0no alternative to administrative channels\u00a0for delivery\u00a0of public service.\u00a0Administrative reforms\u00a0must be carried out in interest of\u00a0efficiency, effectiveness and good governance.<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
