Some countries are accused of using migrants as a tool of foreign policy as witnessed during\u00a0<\/span><b><span data-contrast=\"auto\">2021 Belarus\u2013European Union border crisis.\u00a0<\/span><\/b><span data-contrast=\"auto\">This amounts to using people as means and not as end in themselves.
